    PROJECT IDENTIFICATION:

    PROJECT DESCRIPTION:
    
    Public Works and Government Services Canada (PWGSC), on behalf of Global Affairs Canada (GAC), intends to retain a Design-Build-Operate-Maintain-Dismantle Contractor (the Contractor) to provide professional services for the Canada Pavilion at Expo 2020 in Dubai, United Arab Emirates (UAE).
    
    The scope of the Design-Build-Operate-Maintain-Dismantle professional services include:
    
    (i) the design and construction of the Pavilion and site;
    (ii) the design and development of the Public Presentation/exhibition element;
    (iii) the continuing operation and maintenance of the Pavilion and the Public Presentation/exhibition throughout the six month Expo operation period; and
    (iv) the dismantling and removal of the Pavilion and Pavilion components, restoration of the site to its original state and the completion of related documentation.
    
    The Contractor must perform the services and achieve completion of the stages below no later than: 
    
    (i) Stage 2, Concept Design by Sept 24, 2019;
    (ii) Site Mobilization by October 27, 2019;
    (iii) Stage 3, Final Design by January 2, 2020;
    (iv) Shell and Core by May 13, 2020;
    (v) Interior Fit-out by August 27, 2020;
    (vi) Exhibit Installation by September 20, 2020.
    
    The estimated maximum funding available for the Contract resulting from the bid solicitation is $13,000,000.00 for the design, build, operation, maintenance and dismantling of the Pavilion and $3,000,000.00 for the design, build, operation, maintenance and dismantling of the Public Presentation (Applicable Taxes extra). This disclosure does not commit Canada to pay the maximum funding available. 
    
    INDUSTRIAL SECURITY REQUIREMENT:  
     
    This procurement does not contain an industrial security requirement. 
    
    OPTIONAL SITE VISIT:
    
    There will be an optional site visit on 
    
    Thursday, April 11th at 08:00AM GST (UTC+04:00).
    
    Interested bidders are to meet at the Expo 2020 Main Office. The Main Office’s coordinates are as follows: 24°58'00.9"N 55°08'53.9"E 24.966924, 55.148298.
    
    In order to be guaranteed access to the site visit:
    
    a. All persons should submit their name, their position/title and the name of the company they represent (up to a maximum of 2 persons per company) to the PWGSC Contracting Authority no later than Wednesday, April 3rd at 5:00PM EDT; 
    
    b. Safety Attire: Individuals should have the proper personal protection equipment (safety glasses, footwear, vests and hard hats etc.). Individuals who do not have the proper safety attire may be denied access to the site.
    
    Photos and social media coverage at the site visit will not be permitted.  
    
    Canada is not responsible for any costs associated with travel to and from the site visit.

    Enquiries must be made in writing and should be received no less than fourteen (14) days prior to the closing date to allow sufficient time to respond.
    
    BID DOCUMENTS:
    
    Firms intending to submit bids on this project should obtain bid documents through the Government Electronic Tendering Service (GETS) at http://Buyandsell.gc.ca/tenders or at the toll-free number 1-855-886-3030.  
    
    Amendments, when issued, will also be available from GETS.
    
    Firms that elect to base their bids on bid documents obtained from other sources do so at their own risk and will be solely responsible to inform the bid calling authority of their intention to bid.
    
    Due to copyright restrictions and inability to obtain permission to reproduce, Appendix B to the Statement of Work is available only in English.
