    ASBESTOS AND MOULD ABATEMENT SERVICES

    Description of Requirement:
    
    This Request for Standing Offer (RFSO) is to establish two
    Regional Individual Standing Offers (RISO) to provide quality
    assurance services for Type 1, Type 2 and Type 3 asbestos
    abatement/mould abatement and designated substance surveys as
    required.  The work is to be performed in accordance with the
    Statement of Work attached at Annex A.
    
    The services specified at the Annex A - Statement of Work shall
    be provided on an "as and when required" basis and shall
    include, but not be limited to:
    Conducting site inspections to assist in the development of the
    abatement statement of work;
    Reviewing and commenting on abatement statement of work prepared
    by CRC;
    Attending the bidders' meeting for contractors with the client;
    Conducting QA inspections prior to the commencement of work, at
    the completion of work, and as necessary throughout the work;
    Collecting confirmatory samples at the completion of the project
    and determining if the samples meet clearance levels;
    Delivering a report outlining the abatement completed;
    Reviewing the scope of activities proposed in the project area;
    Visiting the project area to sample affected materials;
    Delivering a report outlining investigation results.
    
    The Offeror will be responsible for providing the people and
    resources to fulfill the terms of this Statement of Work,
    including the qualified personnel, reference documents,
    equipment and supplies.
    
    
    Period of Standing Offer:
    
    The period of the standing offer is for a period of (1) one
    year, plus a (4) four additional optional periods of 12 months

    Mandatory Requirements:
    
    Offerors must provide:
    
    -	Submission of Annex C - Mandatory Evaluation Criteria;
    -	Submission of Annex B - Financial Offer.
    
    It is mandatory that the documentation requested above be
    submitted with the offer.  If not included with the offer, the
    bid will be deemed non-responsive.
    
    Only offers found to meet ALL the mandatory requirements will be
    deemed acceptable offers and will be further evaluated in
    accordance with the evaluation criteria.  Offers not meeting ALL
    the mandatory requirements will be deemed non-responsive and
    will be given NO further consideration.
    
    
    
    
    Basis of Selection
    
    The offers must comply with the requirements of the Request for
    Standing Offers to be declared responsive.  The two responsive
    offers with the lowest evaluated prices will be recommended for
    issuance of a Standing Offer.
