    For various Government of Canada sites located in the National
    Capital Area within Ontario and Quebec, Canada.

    ***This amendment is issued to change the Bid Closing Date of
    Request for Proposal (RFP) to January 27, 2014 at 2:00 pm.***
    
    
    Description of Requirement:
    
    To provide services including the collection and transportation
    of recyclable materials for processing and recycling at a
    licensed recycling facility or transfer station approved for
    operation by the provincial and/or municipal authority having
    jurisdiction.  The work is to be performed in accordance with
    the Scope of Work attached at Annex "A".  This requirement is
    for Environmental Service Directorate (ESD) with Real Property
    Branch of Public Works and Government Services Canada (PWGSC)
    covering buildings located in the National Capital Area within
    Ontario and Quebec, Canada.
    
    Security Requirement
    
    The following security requirement (SRCL and related clauses)
    applies and form part of the contract.
    
    1.	The Contractor must, at all times during the performance of
    the Contract, hold a valid Designated 		Organization Screening
    (DOS), issued by the Canadian Industrial Security Directorate
    (CISD), 		Public Works and Government Services Canada (PWGSC).
    
    2.	The Contractor personnel requiring access to sensitive work
    site(s) must EACH hold a valid 		RELIABILITY STATUS, granted or
    approved by CISD/PWGSC.
    
    	Until the security screening of the Contractor personnel
    required by this Contract has been 		completed satisfactorily by
    the CISD, PWGSC, the Contractor personnel MAY NOT ENTER sites
    		without an escort.
    
    3.	   Subcontracts which contain security requirements are NOT
    to be awarded without the prior written    permission of
    CISD/PWGSC.
    
    4.	   The Contractor must comply with the provisions of the:
    
    	   (a) Security Requirements Check List and security guide (if
    applicable), attached at Annex "F";
    	   (b) Industrial Security Manual (Latest Edition).
    
    
    Period of Contract
    
    The period of any resulting Contract will be for a period of two
    (2) years.
    
    Option to Extend Contract
    
    The Contractor grants to Canada the irrevocable option to extend
    the contract for a period of three (3) additional consecutive
    twelve (12) month periods under the same conditions.  The
    Contractor agrees that, during the extended period of the
    Contract, it will be paid in accordance with the applicable
    provisions as set out in the Basis of Payment.
    
    Canada may exercise this option at any time by sending a written
    notice to the Contractor at least   60   calendar days before
    the expiry date of the Contract.  The option may only be
    exercised by the Contracting Authority, and will be evidenced
    for administrative purposes only, through a contract amendment.
    
    
    Mandatory Requirements:
    
    Bidders must provide:
    
    -	Submission of evidence for all items in accordance with RFP
    Part 3, Section 1 - Technical Bid;
    -	Submission of Annex C - Cost of Services Schedule - Basis of
    Payment;
    -	Submission of Licensing and certification documentation in
    Part 5.
    
    
    Basis of Selection
    
    A bid must comply with the requirements of the bid solicitation
    and meet all mandatory technical evaluation criteria to be
    declared responsive.  The responsive bid with the lowest
    evaluated price will be recommended for award of a contract.
