    NOTICE OF PROPOSED PROCUREMENT
    Chemical Water Treatment (Heating and Cooling Plants)

    Solicitation Amendment 003 is raised to change the solicitation closing date from January 7th 2019 to January 21st 2019.
    
    This bid solicitation cancels and supersedes previous bid solicitation number EJ196-183093/A dated October 16th 2018 with a closing date of November 26th at 2:00 pm EST.
    All documentation from the Request for Proposal (RFP) EJ196-183093/A are no longer valid, therefore bidders must ensure to use documentation under EJ196-183093/B with their bid. 
    Requirement 
    Public Works and Government Services Canada (PWGSC) is soliciting proposals from Bidders to provide Chemical water Treatment Services for various Public Works and Government Services Canada (PWGSC) Heating and Cooling Plants and other Real Property Assets owned and managed by PWGSC throughout the National Capital Region (NCR). Services must be in accordance with Statement of Work attached herein as Annex A.
    Period of Contract
    The period of any resulting contract will be for a period of 18 months with Canada retaining an irrevocable option to extend the contract for a period of five (5) additional twelve (12) month periods.
    
    Mandatory Site Visit 
    It is mandatory that the Bidder or a representative of the Bidder visit the work sites. Arrangements have been made for the site visit to be held at:
    - 1 Fleet Street (Cliffe building) on December 21 2018. The site visit will begin at 09:00 EST, meeting in main lobby of the building.
    - 875 Heron Road (Confederation Heights CHCP) on December 21 2018. The site visit will begin after the visit of 1 Fleet Street, meeting at the main entrance of the building.
    
    Bidders must communicate with the Contracting Authority no later than December 19 2018 14:00 EST to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation. 
    Safety boots, safety glasses and hard hats are required to be worn during the site visit by all attendees.
    Security Requirements
    
    1.  The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Facility Security Clearance at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
    2.  The Contractor/Offeror personnel requiring access to sensitive work site(s) must EACH hold a valid personnel security screening at the level of SECRET, granted or approved by CISD/PWGSC.
    
    3.  Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
    
    4.  The Contractor/Offeror must comply with the provisions of the:
    
    a)  Security Requirements Check List and security guide (if applicable), attached at Annex C.
    
    b)  Industrial Security Manual (Latest Edition).
    
    
    Basis of selection
    A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
