Requirement Public Works and Government Services Canada (PWGSC), on behalf of Aboriginal Affairs and Northern Development Canada (AANDC), has a requirement for Environmental Engineering Support Services at the Giant Mine Site in the Northwest Territories. The Consultant is to assist PWGSC by providing a wide range of environmental, geotechnical (soils) and geo-scientific services. Consultants are also to assist PWSC and the Construction Manager to develop Performance Based Specifications to support a Design-Build project delivery approach. PWGSC will act as the Project Manager throughout the duration of this contract. The Consultant will be expected to provide a full range of Environmental Engineering Support Services including but not limited to: hazardous materials/waste, mold and asbestos auditing and monitoring, investigations and studies (soil, rock, water, air, etc.), structure & debris assessment and waste surveying and monitoring, environmental auditing, environmental management systems (EMS) development and implementation, human health & ecological risk assessment, biological studies and investigations, cost estimates, risk assessments, on-site supervision, quality control & assurance, commissioning witnessing/verification and project close-out coordination. Any resulting Contract is on an "as and when requested" basis, whereby the Contractor offers to provide the Work detailed herein, at the prices and terms and conditions set out in the resulting Contract, to Canada as and when Canada authorizes and orders such work in accordance with the provision hereof. 2. Background The Giant Mine, located in Yellowknife, operated for approximately 56 years starting in 1948. In 1999, the owner of Giant Mine, Royal Oak Mines Inc., went into receivership and the Government of Canada assumed responsibility of the existing environmental liabilities on the property, including the approximately 237,000 tonnes of arsenic trioxide stored in underground chambers. The mine site is currently in Care and Maintenance mode while the Remediation Plan undergoes an Environmental Assessment (EA). Following the EA, it is anticipated a water license application will be submitted. The implementation phase of the clean-up and remediation program will have a number of individual components including, the Freeze Program, Tailings Cover, Baker Creek Alignment, Surface Water Management, Building Demolition, Surface Openings and Pit Closures, Hazardous Materials Disposal and Contaminated Soils. Post-remediation activities are expected for at least 25 years or more. 3. Period Of Contract The Contract is from Contract award until 31 March 2017 (approximately 4 years) with 6, 1 year option periods. 4. Optional Site Visit and Bidder's Conference It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for a tour of the work site. The site visit will be held on April 9, 2013 at 9:00 AM, C-Dry Boardroom, Giant Mine Site, Yellowknife NT. A bidders' conference will be held after the site visit at 1:30 PM, Yellowknife NWT. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative. Bidders are requested to communicate with the Contracting Authority before the scheduled visit and conference to confirm attendance. Bidders are to notify whether they will attend both the site visit and bidder's conference or only one of the events. Bidders should provide, in writing, to the Contracting Authority, the names of the person(s) who will be attending and a list of issues they wish to table at least 5 working days before the scheduled conference. Any clarifications or changes to the bid solicitation resulting from the bidders' conference will be included as an amendment to the bid solicitation. Bidders who do not attend or send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. It is mandatory that all persons attending the site visit have the proper safety footwear (CSA approved green patch) . Hard hats, safety glasses and high visibility vests are also required. Contractor personnel/individuals who do not have the proper safety attire will be denied access to the site. Non-registered bidders may not be allowed on the site. All travel and living costs associated with travel to Yellowknife for the purpose of attending the Site Visit / Bidder's Conference will be borne by the Contractor or their representative. 5. Comprehensive Land Claim Agreement Tlicho Land Claim and Self Government Agreement The requirements of the Tlicho Land Claim and Self Government Agreement will apply to this procurement. The benefits that apply are contained in: Chapter 26, the Tlicho Land Claim and Self Government Agreement, clauses 26.3, 26.3.1 (a). Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
