    Request for Information (RFI) Icebreaking Services in Chaleur Bay with specific attention to Caraquet, Lamèque, Shippagan, and Miscou.
    
    
    
    Public Services and Procurement Canada (PSPC), on behalf of Department of Fisheries and Oceans (DFO), Canadian Coast Guard (CCG), is releasing this Request for Information (RFI) to inform Industry of the requirement and to seek information on the availability and capacity of vessels in Bay Chaleur, Shippagan and Caraquet Areas to perform icebreaking services. 
    
    
    RFI Requested Response Date:  November 29, 2019
    
    Purpose:
    The key objectives of the RFI process are to: 
    
    - Solicit feedback from Industry on vessel availability and icebreaking capability in the required areas
    
    - Solicit feedback from Industry on the interest in participating in a competitive procurement process
    
    - Advise industry of key dates within the RFI process and the contract period
    
    - Provide support to interested Suppliers on how to do business with the Government of Canada if they are unfamiliar with the process
    
    Requirement Description:
    
    CCG in the Atlantic Region, has a requirement for icebreaking services to meet specific needs on a temporary and as needed basis due to unforeseen weather circumstances or heavier ice persistence in and around specified harbours and ports of call for the period of March 20, 2020 to April 25, 2020.
    The service supplier will be on standby during the time period noted and must be available within a 24-hour period for icebreaking services. A standby rate or retainer fee for services may be required in order to secure on-call service.
    
    The successful Contractor will need to respond to short-term immediate need(s) in shallow draft ports of call within the area defined in annex A. The service request may be for a few hours to a few days and the nature of the work dictates that the Contractor will need to quickly respond to marine service needs. The intent is not to replace services provided by CCG, but fill service gaps arising from shallow waters or unplanned events, e.g. winter conditions requiring CCG vessels to respond in several locations.
    
    Service Required:
    a) Icebreaking of harbours, wharfs, and channels.
    
    Mandatory criteria of specific interest to Atlantic Region:
    a) A minimum power capable to allow for icebreaking in ice thickness of 30 cm.
    b) Ability to conduct safe operations in shallow harbour areas as defined in Annex A
    
    Potentially, there may be more than one contract awarded for this requirement.  If a Contractor is unable to provide services in all ports, this should not discourage expressing interest in the process but the Contractor should express interest in the port(s) they can service along with the icebreaking capacity of their vessel.

    Nature of this Request for Information:
    
    This RFI is neither a call for tender nor a Request for Proposal (RFP).  No agreement or contract will be entered into based on this RFI. The issuance of this RFI is not to be considered in any way a commitment by the Government of Canada or as authority to potential respondents to undertake any work that could be charged to Canada.  This RFI is not to be considered as a commitment to issue a subsequent solicitation or award contract(s) for the work described herein.
    
    All information received under this RFI will be treated confidentially and only shared with CCG.
    
    Respondents must submit responses or questions in accordance with the instructions in the RFI.
    
    Participation in this RFI or any industry engagement activities is encouraged, but is not mandatory.  There will be no short-listing of potential suppliers for the purposes of undertaking any future work as a result of this RFI.  Similarly, participation in this RFI is not a condition or prerequisite for the participation in any potential subsequent solicitation.
    
    Respondents will not be reimbursed for any cost incurred by participating in this RFI.

    There is no security required under this RFI.
