Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: All interested suppliers may submit a bid Attachment: None Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: Yes Nature of Requirements: Northern Watch Technology Demonstration Project The purpose of the contract is to develop a remotely controlled, semi-autonomous, maritime surveillance system for employment at a remote site in the Arctic. The produced system will be used by Defence Research Development Canada (DRDC) as a capability demonstration system. The period of the contract is from date of contract award to October 31, 2015. The requirement of this bid solicitation is made up of three development cycles: Development Cycle 1 - develop a surveillance system design, including logical and physical (hardware, software) architecture, data models, functional requirements and interface specifications for sensor subsystems. Development Cycle 2 - revising Development Cycle 1 surveillance system and produce a detailed Cycle 2 surveillance system design, including logical and physical (hardware, software) architecture, data models, functional requirement and interface specifications for sensor subsystems: Development Cycle 3 - address lessons learned, enhance surveillance system capabilities and develop requirements that were not accomplished during the previous development cycles Work will be performed at the Contractor's facilities, at DRDC sites in Halifax, Nova Scotia and at the installation site in Nunavut. There is a security requirement associated with this requirement. The Bidder must hold a valid Facility Security Clearance at the level of SECRET, with approved Document Safeguarding at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). The Bidder's personnel requiring access to CLASSIFIED information, assets or sensitive work site(s) must be citizens of Canada, the United States, the United Kingdom, Australia or New Zealand and must EACH hold a valid SECRET clearance, as required, all other personnel must hold a valid RELIABILITY STATUS, granted or approved by the CISD, PWGSC. Pursuant to section 01 of Standard Instructions 2003 and 2004, Bidders must submit a complete list of names of all individuals who are currently directors of the Bidder. Furthermore, as determined by the Special Investigations Directorate, Departmental Oversight Branch, each individual named on the list may be requested to complete a Consent to a Criminal Record Verification form. The requirement is subject to the provisions of the Agreement on Internal Trade (AIT). The requirement is subject to a preference for Canadian goods and/or services. This procurement is subject to the Nunavut Land Claims Agreement. This procurement is subject to the Controlled Goods Program. The bidder must be registered in the Controlled Goods Program of Public Works and Government Services Canada prior to Contract Award. For Security reasons interested Bidders must sign a Non-Disclosure Agreement prior to receiving the Bid Solicitation Document. The Non-Disclosure Agreement can be obtained by downloading the solicitation attached to this Notice of Proposed Procurement. Instructions for submitting this document to PWGSC are included in the downloaded document. The complete Bid Solicitation will be forwarded once PWGSC receives the signed Non-Disclosure Agreement.
