    INTEGRATON  VERSATILE TRACKING SYSTEM
    
    Over the past 13 years, Defence Research and Development Canada
    - Valcartier (DRDC Valcartier) has developed models and an
    engagement simulation environment for electro-optical and
    infrared (EO/IR) guided weapons, called KARMA. This simulation
    environment has been used primarily for engagements against
    aerial platforms. At the same time, the Royal Canadian Navy has
    adopted the Ship Air Defence Model (SADM®) as a marine
    engagement simulation environment. Its EO/IR capabilities are
    limited but can be enhanced by adding KARMA as a plugin that
    provides signature, atmosphere, scene generation, imaging, image
    processing and detection/tracking functionalities in the EO/IR
    spectrum.
    
    Although KARMA already includes seeker models and imaging sensor
    models that are not seekers, it does not include an IR imaging
    seeker model. KARMA's capabilities can be enhanced by adding an
    IR imaging seeker head that is part of the Versatile Tracking
    System (VTS) emulator developed at DRDC Valcartier.
    
    The Canadian Forces Maritime Warfare Centre (CFMWC), Department
    of National Defence (DND) has a requirement to build upon
    previous work and integrate the KARMA EO/IR engagement
    simulation environment into the SADM® simulation environment and
    add an IR imaging seeker model to KARMA and SADM®.
    
    The Contract period is from Contract award to no later than 30
    September 2014.
