    To provide labour, parts, material, and equipment to carry out
    the docking and refit on and  for CCGC Clark's Harbour in
    accordance with the attached specification.
    
    The requirement is exempt from the provisions of the World Trade
    Organization Agreement on Government Procurement (WTO-AGP),
    Annex 4 and the North American Free Trade Agreement (NAFTA),
    Chapter Ten Annex 1001.2b Paragraph 1, however, it is subject to
    the Agreement on Internal Trade (AIT). 
    
    This class of vessel is not ice strengthened and has limited
    ability to withstand ice accumulation resulting from transiting
    in freezing spray conditions. It has been determined that the
    risks associated with extended open sea transits in winter
    conditions are high. To reduce these risks, this vessel will not
    be permitted to transit to or from contractor facilities located
    in the province of Newfoundland and Labrador or to any other
    location where ice may be encountered. These restrictions will
    apply during the period of December to April inclusive, but may
    be adjusted based on seasonal conditions
    
    
    A bidders' conference will be held at 1:00 PM on Tuesday 2
    December 2014 at the CCG Station in West Head, NS.  The vessel 
    will be available for viewing prior to and immediately following
    the bidder's conference. Bidders are to communicate with the
    Contracting Authority prior to the conference to confirm
    attendance.
    
    Bidders must communicate with the Contracting Authority no later
    than 27 November 2014, to confirm attendence at the bidders
    conference. The viewing and bidders conference will be cancelled
    if no confirmations are received.
    
    The Government of Canada reserves the right to negotiate with
    suppliers on any procurement.
    
    WORK PERIOD:
    
    Commencement:    5 January 2015;	
    Completion:           No later than 30 January 2015.
