Goods will be provided to the Identified Users authorized to enter into contracts under the Supply Arrangement. They may include any government department, agency or Crown Corporation listed in Schedules I, I.1, II, III, IV and V of the Financial Administration Act, R.S.C. 1985, CH. F-11. A2.0 OBJECTIVES OF THE RFI PROCESS The purpose of this Request for Information (RFI) process is to provide information to industry regarding the requirement and to request interested parties to participate in consultation on the breadth and depth of the above mentioned requirement. The intent of the consultation process will be to identify the various types of generators that are available to rent from industry. To that end, a list of questions haves been provided at Section "C", for your response. Note that the data requested is for information purposes only, and will allow Canada to determine the best method of supply for the required services goods based on supplier capability now and in the future. Quality of goods, cost-effectiveness, and efficiency and availability are critical to the success of thise projectrequirement. A3.0 REQUIREMENTS DEFINITION The information provided by Canada in this RFI is preliminary and may change. This RFI is not a bid solicitation nor will it be used to pre-qualify or otherwise restrict participation in the future RFSA. A contract will not result from this RFI. A4.0 BACKGROUND The Government of Canada has a requirement to put in place a method of supply for procuring the rental of generators. As the federal government's common service provider for procurement, PWGSC is committed to achieving the best value on behalf of Canadians by maximizing efficiencies, taking advantage of economies of scale; leveraging existing expertise and doing these things in an open and transparent way. As part of the development of the new Method of Supply, PWGSC is conducting an in depth acquisition analysis which includes this consultation with industry. A5.0 DEFINITIONS Standing Offer A Standing Offer is not a Ccontract. It is an Ooffer from a supplier Offeror to provide goods and/or services to clients Identified Users at prearranged prices or pricing basis and under set Tterms and Cconditions for a specified period on an as-and-when requested basis. A separate Ccontract is entered into each time a call-up is made against a Standing Offer. When a call-up is made, the Tterms and Cconditions are already in place and acceptance by Canada of the supplier's offer is unconditional. Canada's liability shall be limited to the actual value of the Ccall-ups made within the period specified in the Standing Offer. There is no guarantee of work under the Sstanding Ooffer method of supply. Supply Arrangement A supply arrangement (SA) is a non-binding arrangement between Canada and a pre-qualified supplier that allows departments and agencies to award contracts and solicit bids from a pool of pre-qualified suppliers for specific requirements within the scope of the SA. Offeror In contracts, the party that makes the offer and looks for acceptance from the offeree. Request for Information (RFI) Request for Information (RFI) is used when the buyer Identified User is interested in receiving feedback from suppliers industry and may re-open or re-issue an opportunity as an open procurementtender at a later day. RFIs may include attached documents. Respondents Respondents are any individual or entity that elects to provide a response to the Request for Information. SECTION "B" SUPPLIER SUBMISSION REQUIREMENTS B1.0 SUBMISSION OF RESPONSES B1.1 Number of Copies Responses may be submitted in either electronic version (MS Word) or in hard copy (3 copies).. B1.2 Location Responses are not considered bids but, for expediency purposes, the PWGSC Bid Receiving Unit is the designated location where written responses shall be sent. However, electronic submissions are also acceptable and may be sent by email to the PWGSC Contracting Authority listed herein at Article B2.0. There is no page limit on the information to be provided. Respondents are further requested to respond to the questions posted at Section "C", attached hereto. B3.2 Language of Response Responses may be in English or French, at the preference of the Respondent. B3.3 Response Parameters Respondents are reminded that this is an RFI and not an RFSA and, in that regard, Respondents should feel free to provide their comments and/or concerns with their responses. Canada reserves the right to seek clarifications from a Respondent for any information provided in response to this RFI, either by telephone, in writing or in person. B3.4 Response Confidentiality Respondents are requested to clearly identify those portions of their response that are proprietary. The confidentiality of each Respondent's response will be maintained. Items that are identified as proprietary will be treated as such except where Canada determines that the enquiry is not of a proprietary nature. Canada may edit the questions or may request that the respondent do so, so that the proprietary nature of the question is eliminated, and the enquiry can be answered with copies to all interested parties. B3.5 Bid Cost No payment will be made for costs incurred in the preparation and submission of a bid in response to the bid solicitation. Costs associated with preparing and submitting a bid, as well as any costs incurred by the Bidder associated with the evaluation of the bid, are the sole responsibility of the Bidder. Fuel Tank Capacity p. Operating Hours @ rated load q. Noise level r. CSA approved s. Availability of Spare Parts 3. are the optional accessories available for rent with these models? 4. What is the maximum age of the generators you offer for rental ? 5. How many of each model do you have as inventory ? 6. What procurement vehicle would be better suited for this requirement, a Standing Offer or a Supply Arrangement ? Please indicate why. 7. Please identify any other criteria that should be considered when developing a technical specification document for the rental of generators. 8. What is the maximum size of generator available for rental ? 9. In the case of an emergency, how many generators could be made available for rental within 48 hours of being notified of the requirement. 10. What is the normal pricing basis for renting ? daily/weekly/monthly ? 11. What is the standard delivery time frame ? 12. Do you supply across Canada? Do you have many locations throughout Canada ? Please indicate all of the locations where you are located. 13. Does your distribution channel include locations in the United States ? If yes, are you able to secure supply from these distribution locations, for locations in Canada if required. 14. What evaluation criteria could be used to evaluate this type of requirement ? 15. How would you categorize or differentiate the models offered by your company in order to evaluate fairly across the industry.
