    "This procurement has been set aside under the federal
    government's Procurement Strategy for Aboriginal Business
    (PSAB). In order to be considered, a supplier must certify that
    it qualifies as an Aboriginal business as defined under PSAB and
    that it will comply with all requirements of PSAB."
    
    This requirement has been created to establish National Master
    Standing Offers (NMSO's) for the supply Hand Tools including
    those Federal Supply Classes 5110, 5120, 5130, 5133, 5136 and
    5140 respectively, on an "as and when requested" basis, from
    date of issuance of any resulting Standing offer for a twelve
    (12) month period with an option to extend for one (1) twelve
    (12) month period, for use by various Federal Government
    Departments, Crown Corporations and Agencies all across Canada. 
     
    
    It is anticipated that a Standing Offer (SO) will be issued for
    each manufacturer listed in Annex A Firm Percentage Discount for
    all Hand Tool Classes.
    
    In order to qualify for the issuance of an NMSO, offerors must
    be in compliance with the evaluation criteria, method of
    selection and to the pricing basis detailed in the Request for
    Standing Offers (RFSO) Document.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
