Description of the requirement:  

The requirement is for multiple TBIPS resources to provide specialist support in conceiving, designing, building and managing cyber and Joint Communications and Information Systems capabilities for various force development and capability management efforts on an "as-and-when-requested" basis.  

This requirement is divided into two workstreams.  

Two contracts are proposed to be awarded for Workstream A, which encompasses all IM/IT professional services requirements not specifically related to cyber security, and one contract is proposed to be awarded for Workstream B, which is specifically targeted to cyber security requirements.  The procurement is being competed under Tier 2 of the Task Based Informatics Professional Services (TBIPS) Supply Arrangement.

In the case of Workstream A, only TBIPS Supply Arrangement (SA) Holders currently holding a TBIPS SA for Tier 2, in the following resource categories in the National Capital Region under the EN57 -170432 series of SAs are eligible to compete:

    A.8 System Analyst (levels 2 and 3)
    B.1 Business Analyst (levels 2 and 3)
    B.2 Business Architect (levels 2 and 3)
    B.6 Business Systems Analyst (levels 2 and 3)
    B.9 Courseware Developer (levels 2 and 3)
    B.11 Instructor, IT (levels 2 and 3)
    B.14 Technical Writer (levels 2 and 3)
    P.1 Change Management Consultant (levels 2 and 3)
    P.3 Human Resource Consultant (levels 2 and 3)
    P.4 Organizational Development Consultant (levels 2 and 3)
    P.6 Project Administrator (levels 2 and 3)
    P.7 Project Coordinator (levels 2 and 3)
    P.9 Project Manager (levels 2 and 3)

In the case of Workstream B, only TBIPS Supply Arrangement (SA) Holders currently holding a TBIPS SA for Tier 2, in the following resource categories in the National Capital Region under the EN57 -170432 series of SAs are eligible to compete:

    C.3 IT Security TRA and C&A Analyst (levels 2 and 3)
    C.8 Network Security Analyst (levels 2 and 3)
    C.11 IT Security Vulnerability Analysis Specialist (levels 2 and 3)

Number and proposed period of contract(s):

In the case of Workstream A, it is intended to result in the award of up to 2 contracts, each contract for 1 year plus 4 one-year irrevocable options, allowing Canada to extend the term of the contracts. 

In the case of Workstream B, it is intended to result in the award one contract for 1 year plus 4 one-year irrevocable options, allowing Canada to extend the term of the contract.
