    OBJECTIVE:
    
    The Department of National Defence (DND) with the assistance of
    Public Works and Government Services Canada (PWGSC) intends to
    consult industry in order to determine commercially available
    provision of services options to deliver at-sea support services
    in order to address the Auxiliary Oil Replenishment (AOR)
    capability gap for the Royal Canadian Navy (RCN)
    
    BACKGROUND:
    
    The RCN plays an essential role in achieving the Canada First
    Defence Strategy mandate by monitoring Canada's maritime
    approaches and providing the necessary capabilities for a range
    of domestic, international and humanitarian operations.  The RCN
    relies on the capability provided by AOR ships for flexibility
    and an independent ability to meet its core missions, at home
    and abroad.  
    The RCN has announced the upcoming retirement of the
    Protecteur-class, and its AOR capability to be replaced with the
    Joint Supply Ships (JSS).  JSS is not expected to reach Full
    Operational Capability until 2021, which leaves the RCN with an
    interim gap in AOR capability. 
    While the path forward for the Canadian Armed Forces remains the
    JSS project, in order to address this interim gap in the coming
    years, DND is investigating interim options to provide at-sea
    support services. These potential interim solutions include
    collaboration agreements with allies and provision of services
    with industry to sustain Canadian warships at sea. 
    
    NATURE OF THE INDUSTRY CONSULTATION:
    This Industry Consultation is an initial step to examining the
    provision of service options available.  At this time, the focus
    of the consultations with Industry is to determine the
    commercial capability available, how quickly industry can start
    providing at-sea support to the CAF, and the potential cost for
    delivering these services.  No decision has been made on the way
    forward and associated budget.
    AT-SEA SUPPORT SERVICES REQUIREMENTS:
    At a high level, the appropriate level of service support
    required of an at-sea support services arrangement must be
    adequate to support a deployed national or international task
    group under Canadian command.  
    At a minimum, at-sea support services would provide at-sea
    refuelling support.  Additionally, other support similar to an
    Auxiliary Oil Replenishment (AOR) capability, such as aviation
    services, accommodations, medical services and emergency
    accommodations, could be considered.  
    
    INDUSTRY DAY:
    
    CANADA is inviting industry to an Industry Day in Ottawa early
    January 2015 in order to provide details on the information that
    DND is looking for with this industry consultation.

    Following the Industry Day, CANADA intends to hold one-on-one
    meetings with industry in order to further consult and discuss
    any aspect if this requirement.  
    The One-on-one Industry Meetings will be held as follows:

    schedule a one-on-one session by contacting the following

    this Industry Consultation, including the provision of
    information and potential visits, are at industry's sole risk
    and expense.
    Participation (or the inability to) in this Industry
    Consultation will not preclude a supplier from participating in
    any future consultation and/or future request for provision of
