    Amendment 001: This amendment is to provide a new phone number for the PSPC contact, and to advise that a third drawing (Appendix D) is now available. 
    
    Purpose:
    
    The purpose of this Request for Information (RFI) is to request that 
    interested companies provide feedback and recommendations by way of 
    written response to thequestions posed herein. The questions posed are 
    regarding a potential solicitation for the provision of up to 
    approximately 215 lighted buoys under the Canadian Coast Guard’s (CCG) 
    Four-Season Lighted Navigation Buoys (4SB) Project.
     
    Background:
    
    On March 18, 2013, Canada announced the World-Class Tanker Safety 
    System (WCTSS). The goal of the WCTSS is to safeguard Canada’s marine environment and to protect communities and Canadians from the harmful ef
    fects of the potential ship-source oil pollution while supporting the responsible development of our natural resources. Under this in
    itiative, CCG is focusing on several areas including navigational aids 
    and options for enhancing Canada's current navigation system.
    
    The 4SB representsthe first phase of CCG’s Modern Navigation System, 
    developed under the auspices of the WCTSS. The project will provide an 
    improved, lighted navigation buoy system (referred to as the 4SB 
    system) in the St. Lawrence River shipping channel between Quebec City 
    and Montreal to improve navigational efficiency and safety. The 4SB 
    system will remain in place year round and will only require 
    maintenance at two year intervals. 
    
    Note to respondents:
    
    This RFI is neither a call for tender nor a Request for Proposal (RFP). 
    No agreement or contract will be entered into based on this RFI. The 
    issuance of this RFI is not to be considered in any way a commitment by 
    the Government of Canada, nor as authority to potential respondents to 
    undertake any work that could be charged to Canada. This RFI is not to 
    be considered as a commitment to issue a subsequent solicitation or 
    award contract(s) for the work described herein.
    
    Participation in this RFI is encouraged, but is not mandatory.  There 
    will be no short-listing of potential suppliers for the purposes of 
    undertaking any future work as a result of this RFI. Similarly, 
    participation in this RFI is not a condition or prerequisite for the participation in any potential subsequent solicitation.
    
    Respondents will not be reimbursed for any cost incurred by 
    participating in this RFI.
