Trade Agreement: CETA/WTO-AGP/CPTPP/CFTA/FTAs with Peru/Colombia/Panama/Korea/UK Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: E6TOR-20RM10/A Compressed Gas and Welding Supplies Canada has a requirement to establish a Regional Master Standing Offer (RMSO) for the supply and delivery of various compressed gases in various sizes of portable cylinders and welding supplies; as detailed at Annex A, Requirement, to various Federal clients and Authorized Users listed at 7.6 Authorized Users, within Ontario on an as and when requested basis for a period of three (3) years. Estimated usages are outlined at Annex B - Basis of Payment for current known Users. The Canadian Collaborative Procurement Initiative (CCPI) applies to this requirement. It is the intention of Canada to issue one (1) Standing Offer for all geographic region listed in Annex A herein. The bidder must demonstrate that they meet every mandatory financial evaluation criteria in their bid by submitting supporting documentation. Failure to provide supporting documentation by bid closing date will result in the bid being deemed non-responsive. Some of the criteria include: a) Offers must not contain any alteration to the Pricing Basis other than the addition of the Offeror’s unit prices and markup percentage. b) Annex B, Appendix 1 Sections A through E.1 must be completed in its entirety. Any items without pricing will render the bid non-compliant. c) Offerors must submit a separate financial offer Annex B, Appendix 1 Sections A through E for each geographical where the prices are different. Each financial offer must clearly state which geographical area the prices apply by check marking the applicable geographical area. However, if the prices offered are identical for all geographic areas, then the Offeror may submit one financial offer. IMPORTANT NOTICE TO SUPPLIERS RE. BID SUBMISSION REQUIREMENTS Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Ontario Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level. To use epost Connect to submit your bid, or to get more information on its use, please send an email to the Ontario Region Bid Receiving Unit’s generic address at TPSGC.orreceptiondessoumissions-orbidreceiving.PWGSC@tpsgc-pwgsc.gc.ca. Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation. Given current circumstances and network limitations, some active procurements may be delayed. To stay up to date on the status of specific procurements, please consult Buysandsell.gc.ca. Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing or by telephone.
