Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: All interested suppliers may submit a bid Attachment: YES (MERX) Electronic Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Freight Forwarding Services 08330-100120/A Marc-Andre St-Cyr Telephone No. - 819-956-7347 Fax No. - 819-956-4944 The Department of Public Works and Government Services Canada on behalf of the Department of Foreign Affairs and International Trade Canada (DFAIT) and other government departments, requires National Master Standing Offer/s, (NMSO/s), for Freight Forwarding Services. These services will be by land, air and ocean for the movement of household effects, personal goods and private motor vehicles more frequently from/to the facilities of household movers in the National Capital Area (NCR) and less frequently in other Canadian cities to/from the Canadian Embassies and High Commissions throughout the world, on an as-and-when-requested basis. The scope of this requirement is for approximately 500 outgoing relocations and 500 incoming relocations annually, of personal effects and private motor vehicles (PMV) from Canada to Canadian Missions abroad and from Canadian Missions abroad back to Canada. The majority of these relocations occur between May and September. Offers will be assessed on a per mode of transportation (land, air or sea) per region basis. The four regions are as follows: Central and Southern America & the Caribbean; Europe; Africa & the Middle-East; Asia-Pacific. Offerors are not required to submit pricing for all four regions, however, they must provide all rates for each destination for the region they are offering to provide Freight Forwarding Services. The period of the standing offer/s will be from date of issuance to May 31, 2014, with the right to request an extension to the NMSO by eight (8) months period, June 1, 2014 to January 31, 2015. It is the intent to issue up to nine (9) Standing Offers, if possible, one for each mode of transportation per region. If PWGSC notifies the Offeror that it has been issued a standing offer, the Offeror shall, at its sole expense, provide financial security to the Crown within seven (7) calendar days from such notification, in the form of an irrevocable letter of credit in the amount of $150,000.00 Canadian dollars. There is a security requirement related to the NMSO/s, Offerors who receive a Standing Offer will be required to have security clearance to the level SECRET as detailed in the Request for Standing Offer (RFSO) document. An electronic version, in Microsoft EXCEL format, of the Basis of Payment Pricing/Rate Sheets are attached with the RFSO.
