    The Department of Public Works and Government Services Canada on
    behalf of the Department of Foreign Affairs and International
    Trade Canada (DFAIT), requires National Master Standing Offers, 
    (NMSOs), for the provision of removal, storage and
    transportation services for Household Effects on an as-and-when
    requested basis.
    
    The Department of Foreign Affairs and International Trade Canada
    (DFAIT) is responsible for the relocation of its employees and
    their dependents from Canada to Canada's Missions abroad and
    from Canada's Missions abroad back to Canada. To support these
    relocations, DFAIT requires removal and storage services for
    Household Effects.
    
    Services include:
    
    (a) preparation, packing, delivery and/or long-term storage of
    personal household effects, from/to employees' residences
    to/from storage facilities of the Offeror in the Other Canadian
    Cities excluding the NCR and (b) preparation, packing, delivery
    and/or long-term storage of personal household effects and
    transportation from Other Canadian cities including the NCR to
    the United States (US).
    
    The employees concerned are DFAIT employees and employees from
    other government departments who are being relocated from Canada
    to Canada's missions abroad and from Canada's missions abroad
    back to Canada. There is also a requirement for bonded storage
    for employees on assignments from Mission to Mission (cross
    -posting) under the terms of the Foreign Service Directives
    (FSD) which will require a bonded storage warehouse.
    
    It is the intention to qualify up to a maximum of three (3)
    Offerors in this Standing Offer.
    
    An offer must comply with the requirements of the Request for
    Standing Offer and meet all mandatory technical evaluation
    criteria to be declared responsive for the services. The
    responsive offers with the lowest total bid price will be issued
    a Standing Offer (up to three (3) Offerors will be selected).
    
    Those Offerors authorized to provide services must submit a firm
    unit prices for these services in  the Basis of Payment. 
    
    The period of the standing offers will be for two (2) years,
    from January 1, 2013 to December 31, 2014, plus an option for a
    (1) one year extension, from January 1, 2015 to December 31,
    2015, should the extension year be exercised. The call-up
    limitation for the standing offers will be $100,000.00 (GST
    included).
    
    
    The request for Standing Offers will be solely limited to
    suppliers offering Canadian goods and services.
    
    Offerors must make sure that they fulfill all the mandatory
    technical criteria to be considered. Failure to do so will cause
    their Offer to be non-responsive. 
     
    If PWGSC notifies the Offeror that it intends to issue a
    standing offer, the Offeror shall, at its sole expense, provide
    financial security to the Crown within 7 calendar days from such
    notification, in the form of an irrevocable letter of credit in
    the amount of $50,000.00 Canadian dollars.
