    Request for Information (RFI)
    The Department of Fisheries & Oceans / The Canadian Coast Guard
    For ten (10) Search and Rescue Lifeboats
    
    Amendment #1 is raised to correct the Contracting Authorities
    e-mail address to Brenda.Lamothe@tpsgc-pwgsc.gc.ca.
    
    Nature of Request for Information
    The Search and Rescue vessels would support the functions of the
    Canadian Coast Guard and the programs of the Department of
    Fisheries and Oceans.  However, there is no approved funding yet
    for this project and it is possible that a request for proposal
    may never be issued and a contract may never be awarded. 
    
    This is not a bid solicitation. This RFI will not result in the
    award of any contract. As a result, potential suppliers of any
    goods or services described in this RFI should not reserve stock
    or facilities, nor allocate resources, as a result of any
    information contained in this RFI. Nor will this RFI result in
    the creation of any source list. Therefore, whether or not any
    potential supplier responds to this RFI will not preclude that
    supplier from participating in any future procurement. Also, the
    procurement of any of the goods and services described in this
    RFI will not necessarily follow this RFI. This RFI is simply
    intended to solicit feedback from industry with respect to the
    matters described in this RFI.
    
    
    Nature and Format of Responses Requested
    Respondents are requested to provide their comments, concerns
    and, where applicable, alternative recommendations regarding how
    the requirements or objectives described in this RFI could be
    satisfied. Respondents are also invited to provide comments
    regarding the content, format and/or organization of any draft
    documents included in this RFI. Respondents should explain any
    assumptions they make in their responses.
    Response Costs
    Canada will not reimburse any respondent for expenses incurred
    in responding to this RFI.  Respondents will have no claim for
    damages, compensation, loss of profit, or allowance arising out
    of providing comments in response to the RFI.
    
    Treatment of Responses
    
    Use of Responses: Responses will not be formally evaluated.
    However, the responses received may be used by Canada to develop
    or modify procurement strategies or any draft documents
    contained in this RFI. Canada will review all responses received
    by the RFI closing date. Canada may, in its discretion, review
    responses received after the RFI closing date.
    
                 Review Team: A review team composed of
    representatives of the Canadian Coast Guard and PWGSC will
    review the responses. Canada reserves the right to hire any
    independent consultant, or use any Government resources that it
    considers necessary to review any response. Not all members of
    the review team will necessarily review all responses.
                 Confidentiality: Respondents should mark any
    portions of their response that they consider proprietary or
    confidential. Canada will handle the responses in accordance
    with the Access to Information Act.
    
    Activity: Canada may, in its discretion, contact any respondents
    to follow up with additional questions or for clarification of
    any aspect of a response.  
    
    Contents of this RFI
    This RFI contains a draft bid solicitation. These draft
    solicitation documents remain a work in progress and respondents
    should not assume that new clauses or requirements will not be
    added to any bid solicitation that may ultimately be published
    by Canada. Nor should respondents assume that none of the
    clauses or requirements will be deleted or revised. Comments
    regarding any aspect of the following draft solicitation
    documents are welcome:

    8. SAR Lifeboat Design Drawing package (available only on CD)
    
    If a respondent wishes to review the SAR Lifeboat Design Drawing
    Package, the respondent must request the CD from the Contracting
    Authority listed below through e-mail. The CD contains
    information that is confidential or proprietary to Canada or a
    third party.  The respondent must sign a Confidentiality
    Agreement in the form set out in Annex I and return it to Canada
    before being provided with a copy of the CD.   All respondents
    will be required to return the CD at the end of the RFI period,
    or upon request from the Contracting Authority.
    
      
    Industry Day
    
    If there is a need and enough interest from Industry, Canada may
    have an Industry Day.
    
    Questions to Industry
    This RFI also contains specific questions addressed to Industry
    at Annex A.   Responses to any of these questions are welcome.

    The Crown retains the right to negotiate with suppliers on any
