Amendment #7 - Amend the Bid Closing Date The bid closing date has been amended from February 26th, 2015 to March 12th, 2015. Amendment #6 - Bidders Conference Is raised to posted the Agenda for the Bidders Conference on January 23rd, 2015. Amendment #5 - Bidders Conference Please be advised that for the companies that cannot make the bidders confernce here in Ottawa on January 23rd, 2015 they have the option of a teleconference. The participants that would like to participate in the call can advise me and I will give them the information. (brenda.lamothe@pwgsc.gc.ca) Bidders attending the bidders conference must sign in at the commissionaires desk at 200 Kent Street, Ground Floor, prior to entering the Business Conference Center. Amendment #4 - Bidders Conference Bidder's Conference A9083T (2014-06-26) A bidders' conference will be held at 200 Kent Street, Ottawa on the 23rd of January 2015. The conference will begin at 0900 EST, in the Business Conference Center (Ground Floor). The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative. Bidders are requested to communicate with the Contracting Authority before the conference to confirm attendance. Bidders should provide, in writing, to the Contracting Authority, the name(s) of the person(s) who will be attending and a list of issues they wish to table no later than January 19th, 2015 at 1500 EST. Any clarifications or changes to the bid solicitation resulting from the bidders' conference will be included as an amendment to the bid solicitation. Bidders who do not attend will not be precluded from submitting a bid. Brenda Lamothe: brenda.lamothe@pwgsc.gc.ca Nature of Requirements The Department of Fisheries and Oceans (DFO), The Canadian Coast Guard (CCG) now has a requirement to procure as a base requirement twelve (12) Search and Rescue Lifeboats (SAR). Canada intends to meet this requirement by awarding two contracts for six (6) vessels each. In addition to this base requirement, there is a provision for a bid option, whereby Canada may procure, at its sole discretion, up to an additional three (3) SAR Lifeboats from each winning bidder, which would be included in the total build quantity on or before contract award. Canada will determine on or before contract award, the number of vessels, up to a maximum of nine (9) to be purchased and include that number in each Contract at the bid price by the successful Bidders under the Request for Proposal (RFP). The primary function of the SAR Lifeboats is maritime Search and Rescue which requires the vessels to conduct searches on the water, to respond to marine distress calls, and to provide assistance to disabled vessels, as well as to provide a variety of related services. Secondary functions include capabilities consistent with the CCG Fleet Mission Readiness Program, which includes: Maritime Security, Aids to Navigation, Environmental Response, Ecosystems and Oceans Science, Ecosystems and Fisheries Management, Conservation and Protection, and other related tasks such as assistance to other government departments. Each contract will also contain options for up to four (4) additional boats. These options will be exercised at Canada's sole discretion. The Comprehensive Land Claim Agreement does not apply as delivery is not within a Land Claim Area. The sourcing strategy related to this procurement is that all interested suppliers may submit a bid. In order to be considered compliant, bidders must meet all the Mandatory Requirements and obtain the required minimum 40% for each rated criteria for the technical evaluation criteria of the Request for Proposal. Canada intends to recommend for contract award as follows: 1. The responsive bid with the highest combined rating of technical merit and price will be recommended for award of the first contract 2. The responsive bid, from an eligible bidder, with the next highest combined rating of technical merit and price will be recommended for award of the second contract.
