    Solicitation Amendment #1
Posting of Questions and Answers from suppliers.

As indicated in the Request for Information (F7013-180014-B) posted in August 2019 Canada is proceeding with the next phase of the procurement strategy. The Design contract was awarded and we are now in the process of selecting a Single System Integrator (SSI) for the propulsion system on the NSFRV. This process is now called the Request for Identification (RFID) (previously named: Invitation to Qualify ITQ) of Potential Suppliers will be in done in two steps. The first step was the draft RFID-Propulsion (F7013-200032/B) that was posted and completed from August 19, 2020 to September 2, 2020 where we solicited industry for feedback on the RFID-Propulsion documentation. The second step is the final RFID-Propulsion that is currently posted on buyandsell. After the closing date we will evaluate potential suppliers and establishing a ranked list to be used to recommend the SSI to work with the lead designer on the design of the propulsion system.

    Nature of Requirements

CCG’s Fleet of Near-Shore Fishery Research Vessels (NSFRVs) play a key role in the delivery of fishery research in Canada’s waterways. Currently, there are four NSFRVs in service. Three were replaced under Economic Action Plan (EAP 2009) and entered into service in 2012. The fourth NSFRV is now in need of replacement.

An updated set of requirements has been developed for the vessel based on user input from those working on the EAP 2009 NSFRVs and updated regulatory requirements. Additionally, the government wide innovation mandate, as well as the NSFRV project’s own specific innovation mandate to explore solutions related to “green” technologies, diversity, human factors, as well as the anticipated 20 year lifecycle from entry into service, have driven the revised set of requirements.

Highlights of changes from the draft to the final RFIP-Propulsion

    - The number of years required for a number of criteria (mandatory and rated) has been changed from 5 years to 10 years in the Annex A - Response Evaluation Score Sheet
    - As a result of the above noted changes, more points have been made available in the Annex A - Response Evaluation Score Sheet
    - A definition of ‘concept’ has been added in the Annex A - Response Evaluation Score Sheet criteria

Response Deadline Date: October 20, 2020 at 14:00 EST.

Responses to the RFID-Propulsion must be sent in accordance with section 2.2. Hard copies or email responses sent to the PSPC Authority will not be accepted.

    Delivery Date: Above-mentioned

The Crown retains the right to negotiate with suppliers on any procurement.

Documents may be submitted in either official language of Canada.
