Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Vessel: CCGS Cove Isle Solicitation No.: F2599-220425/A Contracting Authority: Jayme-lynn Riopelle Telephone No.: (873) 354-1689 Email: Jayme-lynn.Riopelle@tpsgc-pwgsc.gc.ca Requirement: To carry out the drydocking refit of the Canadian Coast Guard Vessel CCGS Cove Isle in accordance with the associated technical information as detailed in Annex A - Statement of Work. Including but not limited to overhaul of the anchor windlass, hull inspection, preparation and coating, overhaul of generators and inspection of rudders and fuel, potable water, ballast and sewage tanks. Bidders' Conference: A bidders' Conference chaired by the Contracting Authority will be held at CCG Base Amherstburg, Ontario on November 8th, 2022 at 10:00AM. Bidders must communicate with the Contracting Authority no later than three (3) Working Days before the scheduled conference to confirm attendance and provide the name(s) of the person(s) who will attend. Optional Site Visit - Vessel: The viewing will take place on November 8th, 2022 at 1:30PM at Coast Guard Base in Amherstburg, Ontario. Bidders must communicate with the Contracting Authority no later than three (3) Working Days before the scheduled visit to confirm attendance and provide the name(s) of the person(s) who will attend. Work Period: Commence: December 19, 2022 Complete: February 24, 2023 Additional Instructions to Work Period: The vessel will be unmanned during the work period and will be considered to be out of commission. The vessel during that period will be in the care and custody of the Contractor and under its control. Vessel Transfer Costs will apply to all bids for evaluation purposes. Destination: The work shall be carried out at the Contractor's facilities. Sourcing Strategy: The sourcing strategy related to this procurement will be limited to suppliers along the St. Lawrence and the Great Lakes due to vessel limitations. This procurement is subject to the Canadian Free Trade Agreement. This procurement is exempt from NAFTA [see Chapter 10, Annex 1001.2b, paragraph 1 (a)] and from the WTO-AGP (see Annex 4). The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
