Letter of Interest (LOI) #2 for the
Engineering, Logistics and Management Support (ELMS) for the
Ship Design Group of the
Department of National Defence (DND)

1. BACKGROUND

The Department of National Defence (DND), had a requirement for the first Engineering, Logistics and Management Support (ELMS) contract, for a maximum 10 year duration, which was awarded in 2009 to augment the engineering resource capacity and expertise within Director General Maritime Equipment Program Management (DGMEPM) and Director General Major Project Delivery (DGMPD) (Sea).

The ELMS Replacement is a contract that is intended to use simliar services as ELMS for a 15 year duration.  It is a task-based contracting vehicle for the provision of engineering services for capital and National Procurement (NP) projects of DGMPEPM and DGMPD (Sea) on an as-and-when requested basis for a number of potential occupational categories and/or through the use of sub-contracted specialist resources.

During the Letter of Interest (LOI) W8482-168087/A closed 28 February 2018, the Government of Canada acknowledged a requirement to clarify the topics of Bidder/Partnership and Restrictions - conflict of interest and/or unfair advantage. 

2. REQUIREMENT

This Letter of Interest (LOI) W8482-168087/B #2 is published to:

* allow capable Suppliers to provide comments on the clarity of the concept of Bidder Team and Restrictions on Bidding included in this Appendix 1, in the context of a single contract with a Bidder/Bidder Team performing all the tasks, in a response to this LOI.
* invite each capable supplier to answer the following question: "Does the clarification provided for acceptable Bidding Team Arrangements and the Restrictions on Bidding in this LOI #2, allow you to bid on the ELMS Replacement Contract?"

Confidentiality: Respondents should mark any portions of their comments that they consider proprietary or confidential.

3. ENQUIRIES

Any enquiries regarding this LOI #2 must be submitted through Yvan.Guay@tpsgc-pwgsc.gc.ca, by fax at 819-956-0897 at least two (2) days before the closing date of this LOI.

4. SUBMISSION OF THE RESPONSE TO THE LETTER OF INTEREST (LOI)

The Supplier must submit its response to the Letter of Interest (LOI) to Yvan Guay by e-mail at Yvan.Guay@tpsgc-pwgsc.gc.ca, by fax at 819-956-0897 or by mail at the following address by the closing date currently on 3 May 2018, end of the day:
