Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: This bid solicitation cancels and supersedes previous bid solicitation number F7044-200198/A dated 2021-09-27 with a closing of 2021-11-08 at 14:00. A debriefing or feedback session will be provided upon request to bidders/offerors/suppliers who bid on the previous solicitation. The Canadian Coast Guard (CCG) has a requirement to replace the existing gangways onboard the Canadian Coast Guard (CCG) Hero Class / Mid Shore Patrol Vessels (MSPVs) with new Class approved Lightweight Gangways (LG). The Initial Procurement will be for the replacement of five (5) Lightweight Gangways (LG) on or before the 31 of March 2023. The contract includes three (3) options for additional Lightweight Gangways (LG) replacement and options for additional periods. The requirement includes all associated Work and Services described in the Statement of Work (SOW). (Click Show more description) The Request for Proposal includes the Mandatory Technical Criteria. The Request for Proposal contains drawings and documents. Qestions and answers serial 1: Q1: In the posting its states that the initial procurement will be for the replacement of five (5) Lightweight Gangways (LG); does this mean that the successful company will receive further orders of a similar regard in the future? CA: Yes, As mention in the RFP (1.1 Summery and 1,4,2 of Part 6- Resulting Clauses) three more Gangways may be requested by the CCG Additionally, is the successful vendor responsible for installing these LG’s or providing any further service after providing the requested good? CA: After providing all the Gangways, including the option to the contract and the standard warranty of one year. Noting else is requested for this Contract is requested. Q2: The Canada Buys tender site says there is an amendment for this tender but I can’t find it. I don’t want to miss anything for this tender. Is this a glitch of the site, that there is an amendment? There is no amendment at the moment. CA: All the current documents are available into the Bidding details link. The difference of publication date and last amendment date is due to the transfer of files of the older system with the site CanadaBuys '’the site is still under development’’. _______________________________________________________________________ Serie 2 Q1: I would like to bid on the aluminum gangways We are certificated CWB division 2 steels We have a full time structural engineer and a full-time mechanical engineer are working with us We don’t have the W47.2 requirement at the moment (we were waiting to have enough work to have it) We are also accredited for the Canadian Army goods control We worked regularly for the Davie shipyard for several types of work We may have the W47.2 requirement for the gateways and if we have the contract our company will be W47.2 compliant. There are quite expensive costs for this type of accreditation. CA: According to the Annex E if you can not provide a valid CSA Standard W47.2 certification with your bid you will be found non-compliant and Canada not consider your bid. Q2: Is an alternate aluminum channel acceptable for the stringers? Custom extruded channel is difficult to locate and has a long lead time. Proposing using extruded 6061-T6 8"x3"x9/32" for the stringers or bending 1/8" or 3/16" 5052 Aluminum into 8"x3" channel shapes TA (CCG): I had an answer from our engineer and he says yes the difference above in Q2 is fine. ____________________________________________________________________ Serie 3 Q1: I would like to see if I could get some information about the building materials used for the fabrication of the 5 Lightweight Gangways for the Hero Class Vessels / Mid Shore Patrol Vessel. In the drawings in the Spec provided by Lenkeek Vessel Engineering on both drawings; L20046-S02 & J20046-S03, The first item SIDE STRINGER CUSTOM CHANNEL ( Custom Extruded Channel 8" x 0.125" Web, 3" x 0.15" Flange (6061-T6)). Is this extruded from a die that Canadian Coast Guard already owns? And what manufacturer would have access to it so that we could have the channel extruded. Please provide me your answer. TA of CCG: Same answer as in the Q2 of Serie 2 and there are too many manufacturers that can provide this extrusion _____________________________________________________________________ Serie 4 Q1: For Annex "E" Mandatory Technical Evaluation Criteria, items 1,2,3 Can you change the wording from in each section of 1,2, and 3 From Canadian Welding Bureau (CWB) certification to CSA Standard W47.2, Division 1 or 2, and CSA Standard W59.2 or international equivalents as approved by CCG TA. To Canadian Welding Bureau (CWB) certification to CSA Standard W47.2, Division 1 or 2, and accordance to CSA Standard W59.2 or international equivalents as approved by CCG TA.do in accordance to CSA Standard W59.2 CWB only provides certification to W47.2, It isn’t possible for any of the bidders to obtain this standard. Could the wording be changed to reflect this? TA of CCG: The changes would be OK CA: The change is accepted and will be integrate into an amended Solicitation. Q2: Just a note that on the Description tab for the above-captioned tender, I assume the initial delivery date is 31 March 2023? CA: Yes, the initial delivery date is 31 March 2023. _________________________________________________________________ Series 5 Q1: With regards to the above referenced solicitation, we have received the following request from our subcontracted anodizer, the only one we have been able to find in Canada that has confirmed they have the dimensions of tank suitable to anodize these gangways: "Our company anodizes in accordance with the AAMA 611 quality standard for Anodizing. Please confirm that conformance to this standard will be acceptable as an alternative to the ISO 7599:2018 standard referenced." TA CCG: The minimum acceptance are clear according to the ISO standard that we have asked for in the specification. As long as these requirements are respected, the job is acceptable to us. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
