    Title of Project
    
    Guard Services for the Immigration Holding Centre (IHC) of the Canada Border Services Agency
    (CBSA) for the Quebec Region, particularly for Laval and Montreal. The services could be required in other areas of the province.
    
    Description
    
    The primary role of the Immigration Holding Centre (IHC) is to accommodate, transport and ensure the safety of detainees in accordance with the Immigration and Refugee Protection Act (IRPA) [http://laws-lois.justice.gc.ca/eng/acts/i-2.5/FullText.html].
    
    The IHC’s objective is to support Canada Border Services Agency (CBSA) operations by holding all detainees in custody in compliance with departmental policies and national detention standards. The IHC team’s mandate is to ensure the safety of the various players, namely detainees, our partners, and employees of the Contractor and CBSA involved in CBSA enforcement operations (detention component). The Contractor is required to support the CBSA team in its role under this mandate.
    
    The CBSA currently operates a 109-bed holding centre (IHC) that houses detainees and those accompanying them. The IHC provides services 24 hours a day, seven days a week, and accommodates adult men and women, as well as children and infants. The Contractor is responsible for maintaining a secure environment while guarding and ensuring the control of all
    IHC detainees. 
    
    Period of Contract
    
    The Contract period is anticipated to be seventeen months from Contract award with an option to extendthe contract period of 2 months and an option for a transition period of 2 months.

    For services requirements, Bidders in receipt of a pension or a lump sum payment must provide the required information as detailed in article 3 of Part 2 of the bid solicitation.

    Bidder’s Conference
    
    A bidders' conference will be held at the Canada Border Services Agency, Immigration Holding
    Centre, 200 Montée St-François, Laval, Quebec on January 30, 2017. The conference will begin at 1:30 PM EST.
    
    Mandatory Site Visit
    
    It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at the Canada Border Services Agency, Immigration Holding Centre, 200 Montée St-François, Laval, Quebec on January 30, 2017. The site visitwill begin at 2:00 PM EST.
