Trade Agreement: WTO-AGP/NAFTA/Canada-Peru FTA/Canada-Colombia FTA Tendering Procedures: All interested suppliers may submit a bid Attachment: None Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: REQUESTS FOR PROPOSALS IN ARCHITECTURE Quebec Region Mansory repairs Request Number EE520-133132 Public Works and Government Services Canada (PWGSC) intends to retain a firm of architects, which will act as key consultant, and will form a multidisciplinary team completed by key sub-consultants (structural engineer and mason among others) for the provision of the services required as part as the project of mansory repairs of the customs building,105 McGill Street/400Place d'Youville, Montreal. Without restriction, the consultant team for this project must be capable of providing the following services: Architecture Structural engineering Time control Waste management Cost control Risk management Sustainable development Masonry Heritage Electrical engineering 3D laser scanning survey Mechanical engineering Consultant must have the ability to understand, work with and elaborate documents in both official languages. Further to Article 1802 of the Agreement on Internal Trade (AIT), the AIT does not apply to this procurement. process. IDENTIFICATION OF THE REQUEST This RFP is a one phase process. Proponents responding to this RFP are requested to submit only one proposal. The Proponent receiving the highest Total Score is the first entity that the Evaluation Board will recommend for the provision of the required services. In the case of a tie, the proponent submitting the lower price for the services will be selected. Communication with the firms will be in their preferred official language. SCHEDULE Project final estimated completion date is October 31th 2017. OPTIONAL SITE VISIT A site inspection will be held on site February 28th, 2013 at 1:00 p.m. Although the visit is not mandatory, all proponents wishing to submit a tender for this project are encouraged to attend to familiarize themselves with all aspects of the work. COSTS The indicative construction cost (class D) excluding contingency is estimated at 14.7 M$, (GST & PST excluded). QUALIFICATIONS The proponents must be certified or eligible for certification to conduct business in Province of Quebec and must demonstrate that over the past ten years they were involved in a range of design and construction projects requiring a full scope of services. PROPOSAL DOCUMENTS Firms intending to submit proposals should obtain the invitation for proposals documents from the MERX service provider (http://www.merx.com). Addenda, when issued, will be available from the service provider. Firms that elect to base their bids on invitation for proposal documents obtained from other sources do so at their own risk and will be solely responsible for informing the invitation for proposals authority of their intention to bid. In all cases, bidders should indicate, in the space on the invitation for proposals form, the identification number(s) of the addenda, if any, that they have taken into consideration in preparing their proposal. The State reserves the right to negotiate provisions of any contract with suppliers. Proposals may be submitted in either official language. This PWGSC office provides procurement services to the public in both official languages.
