    IMPORTANT :
    Anyone who wishes to attend the site visit will not be subject
    to a CSC security check.  Bidders will have to submit their
    names by Email, five (5) working days in advance before the
    Bidder's site visit, to Mr. Michel Bleau, Eng. to the following

    The day of the site visit, bidders must have in their possession
    an identity card with photo.
    
    
    
    Public Works and Government Services Canada (PWGSC) intends to
    retain a firm of consultants with expertise in Electrical and
    Mechanical engineering for the provision of the services
    required for this project.
    
    
    Replacement of the main emergency generator and Rehabilitation
    of the electricity distribution network of the tunnels at the
    Federal Ttraining Center in Laval.
    
    The Federal Training Centre in Laval is part of Correctional
    Service of Canada, which, as part of the criminal justice system
    and in the recognition of the rule of law, contributes to public
    safety by actively encouraging and assisting offenders to become
    law-abiding citizens, while exercising over them a reasonable,
    safe, secure and humane supervision.
    
    The work to be performed will be executed in two (2) separate
    lots. The selected consultant will prepare two (2) sets of
    documents for tenders and work that will be done separately.
    
     Here is the brief description of the work that will be part of
    the mandate of the consultant chosen:
    
    Lot 1: Replacement of the Emergency Generator:
    The project is to look after the replacement of the existing
    main emergency generator, that has a capacity of 600 kW, which
    currently serves the establishment CFF. It includes all
    essential element required for a sound installation and the
    correct operation of a new emergency generator with a capacity
    of 1,000 kW (to be confirmed during the evaluation of loads
    required for the establishment CFF by the consultants selected
    for the project) such as new connections to the electrical
    distribution network sector, if required, transfer switch,
    circuit breakers, electrical panels, metering equipment, fuel
    supply circuits, external connection,  the ventilation required
    for cooling it during its operation and the different needs and
    adjustments to the existing building to accommodate the new
    installation, all according to the regulations applicable to
    this type of installation and in accordance with CSA-282
    electrical Emergency Power Supply for  buildings.
     Note: To the extent possible, see to recover  the electrical
    equipments that are almost new.
    
    This project will have to be coordinated with the project
    "Rehabilitation of the electricity distribution network of the
    tunnels" which comprises also a major renovation of the main
    electrical entrance at the CFF which is adjacent to the existing
    Emergency generator room.
    
    This project includes all needs of support and the connections
    necessary for the existing robotic equipment which enables the
    automation of the management of technical assets of the CFF
    building and the various tests required to validate the
    implementation of this project.
    
    Lot 2: Rehabilitation of the electricity distribution network of
    the tunnels:
    Following an electrical short circuit occurred at the end of the
    2011 summer in the electricity distribution network located in
    the tunnels of the Centre, a summary study showed that several
    devices and methods of assembly of the current technical system
    are old and / or do not meet current design standards and
    Occupational Health and Safety norms.
    
    The aging of networks such as steam distribution conduits,
    sewage, domestic water and fire protection conduits that are
    present in these tunnels and surround the main electricity
    distribution network of the institution, causes that all
    potential leaks jeopardize the entire main electricity
    Distribution network.
    
    This project aims to improve the reliability and flexibility of
    the existing power network to ensure the functioning of the
    various buildings and increase the safety of maintenance and
    operation personnel that is responsible of these facilities.
    
    Constraints and challenges:
    Work will be performed in a penitentiary where security
    constraints are very important. This causes the requirement that
    the external person who will visit the premises shall be
    required to satisfy the results of an inquiry showing that he
    has no criminal record, or that he knows and / or is a member of
    the family of a prisoner, etc.
    
    Work will be performed under constant surveillance by escorts
    representing CSC. Internal / external travel will require
    accomodation and travel procedures which could create delays.
    
    The entrance of material to the site sometimes causes delays. On
    the other hand, the work done off-site usually encounters no
    problem.
    
    It is highly possible that the execution of lot 1 "Replacement
    of the Emergency Generator" will outpace the execution of lot 2.
    
    The verifications and the work of lot 1 "Replacement of the
    Emergency Generator" will take place in tight and congested
    tunnels, located underground.
    
    The electric charges to provide for the proposed lot 1
    "Replacement of the Emergency Generator" must be validated by
    the selected consultant, taking into account the needs required
    for the existing buildings and for those that are planned or
    under construction.
    
    Cost
    The construction budget is estimated at:
    
    980,000$, (excludes GST) for  Lot 1: Replacement of the
    Emergency Generator.
    3,833,039$, (excludes GST) for  Lot 2: Rehabilitation of the
    electricity distribution network of the tunnels.
    
    Schedule
    
    The expected date of delivery for plans and specifications is :
    -April or May  for Lot 1,
    -August 2013 for Lot 2.
    The date of Substantial Completion is to be established.
    
    PROPOSAL DOCUMENTS

    from the service provider. Firms that elect to base their bids
    on invitation for proposal documents obtained from other sources
    do so at their own risk and will be solely responsible for
    informing the invitation for proposals Authority of their
    intention to bid. In all cases, bidders should indicate, in the
    space on the invitation for proposals form, the identification
    number(s) of the addenda, if any, that they have taken into
    consideration in preparing their proposal.
     
    The State reserves the right to negotiate provisions of any
    contract with suppliers. Proposals may be submitted in either
    official language.
