Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Comprehensive Land Claim Agreement: No Nature of Requirements: Redevelopment of the laboratories - 1st floor and Food Chemistry (2nd) - Bloc A - Health Canada-Longueuil 1001, SAINT-LAURENT STREET WEST, LONGUEUIL (QC) J4K 1C7 PROJECT DESCRIPTION Work under this contract consists primarily, but not are not limited to a comprehensive refit of the first-floor laboratories (Inspectorate (309 m2) and Drug Analysis (310 m2)) laboratories and partial refit of the second-floor laboratories (Food Chemistry (215 m2)), located in a building that was built in 1972. Facility upgrades include selective demolition, construction and retrofitting of laboratories including, but not limited to : the replacement of fume hoods (containing non-friable asbestos panels), coverings and finishes (ceilings, floors and walls), counters, layouts of various elements and all related architectural and engineering work. Energy-saving work is to be implemented on the ventilation equipment located in the rooftop mechanical shelter. To maintain day-to-day operations, work will be carried out in phases : temporary instrumentation laboratories will be set up in designated premises and the rental and fit-up of a trailer to serve as a meeting room is expected. Construction will only be carried out on evenings, at night and/or on weekends. There is a site visit scheduled for this project. There will be an optional (but highly recommended) site visit on January 13th, 2017 at 10:00 am (local). Parking is subject to charges, but the Longueuil-Université de Sherbrooke metro station is only a seven-minute walk away. MANDATORY CRITERIA AT CLOSING DATE - The Bidder shall enclose bid security with its bid. MANDATORY CRITERIA PRIOR TO CONTRACT AWARD - INTEGRITY PROVISIONS: Bidders must provide with their bid or promptly thereafter a completelist of names of all individuals who are currently directors of the Bidder. If the required names have not been received by the time the evaluation of bids is completed, Canada will inform the Bidder of a time frame within which to provide the information. Failure to provide the names within the time-frame specified will render the bid non-responsive. Canada may, at any time, request that a Bidder provide properly completed and Signed Consent Forms (Consent to a Criminal Record Verification form - PWGSC-TPSGC 229) for any or all individuals mentioned above within a specified time frame. Failure to provide such Consent Forms within the time frame provided, or failure to cooperate to the verification process will result in the bid being declared non-responsive. The Contractor must, at the Contractor's expense, obtain and maintain insurance contracts in accordance with the requirements of the Certificate of Insurance.
