    Request for a Standing Offer to provide specialized consultant services which are intended for Environmental Services, Quebec Region (excliding territories covered by the James Bay and northernQuebec Agreement), Public Works and Government Services Canada (PWGSC).
    
    The various work performed, as detailed in Annex “A” may cover the following activities:
    • Audit and/or compliance review of storage tank systems for petroleum products and allied petroleum products
    • Training 
    • Strategic Advice
    • Plans and specifications
    • Worksite supervision
    
    PWGSC intends to award a maximum of three standing offers. The duration of the standing offers is one (1) year with a possibility of three (3) one year extensions for each.
    Individual call-ups will vary, up to a maximum of $200,000 each (taxes included). Proponents should note that there is no guarantee that the full or any amount of the Standing Offer will be called up. PWGSC will award call-ups only when the specific services to be provided under the Standing Offer are needed.
    The work will be distributed according to the proportional basis approach, i.e.: 40% of the total value awarded will be entrusted to the qualified contractor having bid the lowest price, 30% to the contractor classed second and 30% to the contractor classed third.
    
    MANDATORY CRITERIA PRIOR TO CONTRACT AWARD
    
    - SECURITY REQUIREMENTS
    There is a security requirement associated with this requirement.
    
    - INTEGRITY PROVISIONS:
    Bidders must provide with their bid or promptly thereafter a complete list of names of all individuals who are currently directors of the Bidder. If the required names have not beenreceived by the time the evaluation of bids is completed, Canada will inform the Bidder of a time frame within which to provide the information. Failure to provide the names within the time-frame specified will render the bid non-responsive.
    
    Canada may, at any time, request that a Bidder provide properly completed and Signed Consent Forms (Consent to a Criminal Record Verification form - PWGSC-TPSGC 229) for any or all individuals mentioned above within a specified time frame. Failure to provide such Consent Forms within the time frame provided, or failure tocooperate to the verification process will result in the bid being declared non-responsive.
