    1. 	REQUIREMENT:
    
    	Public Works and Government Services Canada (PWGSC) on behalf
    of Transport Canada has a requirement for remediation activities
    at the Cambridge Bay Airport, Nunavut. The work includes, but is
    not limited to the mobilization and demobilization of all
    necessary equipment and materials for the remediation of
    hydrocarbon contaminated soil and groundwater resulting from
    fueling activities at Cambridge Bay Airport located on Victoria
    Island, Nunavut.  Contamination has been identified underneath
    the Apron area.  Approximately 4000 m3 of soil  will be
    excavated and treated at the site. The work will also include
    the construction of  a landfarm treatment unit (LTU), demolish a
    fuel transfer building located at the Apron and excavate and
    transfer impacted soil to the LTU.
    
    2.	BIDDERS' CONFERENCE
    
    A bidders' conference will be held at 10025 Jasper Avenue on
    Friday, 8 February 2013. The conference will begin at 9:00 A.M.,
    in Telus Plaza North, board room, Concourse level (south end of
    food court). The scope of the requirement outlined in the bid
    solicitation will be reviewed during the conference and
    questions will be answered. It is recommended that bidders who
    intend to submit a bid attend or send a representative.
    
    Bidders are requested to communicate with the Contracting
    Authority before the conference to confirm attendance. Bidders
    should provide, in writing, to the Contracting Authority, the
    names of the person(s) who will be attending and a list of
    issues they wish to table at least three (3) working days before
    the scheduled conference.
    
    Any clarifications or changes to the bid solicitation resulting
    from the bidders' conference will be included as an amendment to
    the bid solicitation. Bidders who do not attend will not be
    precluded from submitting a bid.
    
    3. 	INUIT OF NUNAVUT COMPREHENSIVE LAND CLAIM AGREEMENT:   
    
    	The proposed requirement is subject to the Nunavut,
    Comprehensive Land Claim Agreement (CLCA). The benefits that
    will apply are contained in: Article 24: Inuit of Nunavut CLCA.
    
    4 .	TRADE AGREEMENTS:
    
    	This requirement is subject to the Agreement on Internal Trade
    (AIT). 
    
    5.	CONTRACTOR EVALUATION AND SELECTION CRITERIA:
    
    	The method of procurement chosen for this requirement calls for
    the submission of proposals by contractors who will deliver a
    strategy that best meets Canada's needs as described in the RFP.
     Proposals must meet all Mandatory requirements set out in the
    bid evaluation criteria. Those bidders who achieve a minimum 
    60% overall score will be further considered using the assessed
    Best Value to the Crown (60% Merit + 40% Cost) Contractor
    Selection method set out in the bid documents.
    
    
    6.	CODE OF CONDUCT AND CERTIFICATION PROVISIONS:
    
    	Bidders must submit a complete list of names of all individuals
    who are currently directors of the Bidder. Furthermore, as
    determined by the Special Investigations Directorate,
    Departmental Oversight Branch, each individual named on the list
    may be requested to complete a Consent to a Criminal Record
    Verification form.
