    Public Service and Procurement Canada (PSPC), Environmental Services & Contaminated Sites Management (ESCSM) has been retained by Agriculture & Agri-Food Canada (AAFC) to manage the remediation of the former Coalfields Community Pasture site located approximately 10 km east of Bienfait, Saskatchewan. 
    
    The work comprises all activities associated with the remediation of PHC and PAH impacted soil, and includes concrete foundation demolition from the former rider’s cabin, removal and disposal. The remedial work includes the following: excavation and off-site disposal of 825 m3 of impacted soil from the upland area (top of the river bank north to the delineated limit of excavation); and 
    260 m3 of impacted soil from the river bank area (top of bank to the natural water level (NWL) of the Souris River. 
    
    The scope of work to be completed by the Contractor includes but is not limited to:
    1. Demolition and off-site disposal of existing concrete foundation.
    2. Decommissioning of one (1) existing environmental monitoring well located at the site.
    3. Excavation and off-site disposal of the PHC/PAH impacted soil.
    4. Management of contaminated groundwater.
    5. Transport, placement and compaction of 1,050 tonnes (525 m3) of clean engineered (Type 2) backfill in the upland area.
    6. Transport, handling and placement of 650 tonnes (325 m3) of Rip Rap (Type 1) backfill, including placement of geotextile material (575 m3) on the river bank.
    7. Re-vegetation of the disturbed areas, including topsoil placement and seeding (800 m2) and placement of an erosion control blanket along the top of the river bank (375 m2).
    
    OPTIONAL (PRE-TENDER) SITE VISIT
    
    It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held adjacent to the swinging bridge and the low level crossing at NW11-02-05 W2M on Friday, July 20th.  2:00pm Mountain Daylight Time (MDT).  Please refer to Figure 01 - Page #171 of #230 of the Specifications.  The site visit will begin at 2:00pm Mountain Daylight Time (MDT).  
    Bidders are requested to communicate with the Contracting Authority no later than Wednesday, July 18th, 2018 to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
    Safety Attire: In order to be guaranteed access to the site visit all persons should have the proper personal protection equipment (footwear and vests.). Contractor`s personnel/individuals who do not have the proper safety attire may be denied access to the site.
    
    Bidders are responsible for obtaining copies of bid forms and special instructions and amendments issued prior to bid closing, and are to ensure they are addressed in the submitted bid.

    To assist with bonding and insurance requirements, this project is estimated at a value between:
