Trade Agreement: NONE Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: N/A - P&A/LOI Only Comprehensive Land Claim Agreement: No Nature of Requirements: Price & Availability Enquiry for Occupational & Environmental Health Inspections W0107-19AB06/A Lamorie, Cindy Telephone No. - (613)401-3643 Fax No. - (613) 687-6656 THIS PRICE & AVAILIBILTY REQUEST IS NOT A SOLICITATION AND NO CONTRACT WILL RESULT FROM IT. 1.0 Requirement The Department of National Defence, is gathering price and availability data for the provision of Phase 1 Occupational & Environmental Health Inspections on approximately seventy (70) buildings at Garrison Petawawa with an approximate total gross area of 278,683.2 m2. The purpose is to gather options and pricing information to assist 2 Field Ambulance (2 FD AMB) with budgeting and drafting of the future requirement. 2 FD AMB requires the provision of Phase 1 Occupational and Environmental Health Inspections (OEH). The Phase 1 OEH Inspections must be completed within a six (6) month timeframe. At a minimum, the following services must be provided: - Identifying chemical, biological, physical and radiological hazards in the workplace; - Determine what protection is available or used; - Observation of work practices, education and training, housekeeping, emergency preparedness, and personal hygiene and facilities to prevent accidental exposure or hazards; - Apply references (law, best practice etc.) to eliminate or decrease exposure to employees; - Provide a formal written assessment in a 2 to 4 page written report including a DND Preventive Medicine Occupational Health Workplace Assessment form for each industrial shop or workplace. 2.0 Requested Information Canada is requesting the following information: 1. Their comments or concerns regarding how the requirements could be satisfied; 2. Estimated costs; 3. Proposed time-frame to complete requirement; 4. Where applicable, alternative recommendations. 3.0 Important Information for Respondents 3.1 Respondents are also invited to provide comments regarding the content, format, and/or organization of any draft documents included in this P&A. Respondents should list and explain any assumptions that they make in their responses. 3.2 Canada does not intend to award a contract on the basis of this notice or otherwise pay for the information solicited. Respondents may submit commercial-in-confidence documents / information and the Government of Canada reserves the right to use the information submitted to assist in preparing technical requirements and budgetary estimates for the Department of National Defence. 3.3 This is not a bid solicitation and this P&A will not result in the award of any contract. Procurement of the goods and services described in this P&A will not necessarily follow this request. Any procurement will be in accordance with standard government procurement policies, i.e. formal Requests for Proposals (RFP). 3.4 Respondents and potential suppliers of any goods or services described in this P&A should not earmark stock or facilities, nor allocate resources, as a result of any information contained in this P&A. This P&A will not result in the creation of any source list; therefore, whether or not any supplier responds to this P&A will not preclude that supplier from participating in any future procurement. 4.0 Security Requirements Interested companies must hold valid Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC), clearances at the following level: The following security requirements (SRCL and related clauses provided by the Contract Security Program) apply and form part of the Contract. 1. The Contractor/Offeror, must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS),a RELIABILITY staus issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC) 2. The Contractor/Offeror personnel requiring access to sensitive work site (s) must EACH hold a valid RELIABILITY status, granted or approved by CISD/PWGSC. 3. Subcontracts which contain security requirements are NOT to be awarded without prior written permission of CISD/PWGSC. Suppliers who intend to bid on this solicitation but who do not meet the minimum security requirements are invited to request security sponsorship in order to be registered and screened by Public Services and Procurement Canada (PSPC)s Contract Security Program. Requests to be sponsored for the required security clearances must be submitted in writing or electronically to the Contracting Authority identified below. In an effort to encourage Respondents to be as forthcoming as possible, it is understood and agreed that DND shall, during and after the period of the Request for Price and Availability (P&A), treat as confidential and not divulge, unless authorized in writing by the Respondent, any information obtained from the Respondent that has been identified as "proprietary" or "confidential" within their response to this P&A. 6.0 Treatment of Responses Responses will not be formally evaluated. However, the responses received may be used by Canada to develop or modify procurement strategies or any draft documents contained in this P&A. Canada will review all responses received by the P&A closing date. Canada may, in its discretion, review responses received after the P&A closing date. 7.0 Review A review team composed of representatives from the client and PWGSC will review the responses. Canada reserves the right to use any Government resources that it considers necessary to review any response. Not all members of the review team will necessarily review all responses. 8.0 Response Because this is not a bid solicitation, Canada will not necessarily respond to enquiries in writing or by circulating answers to all potential suppliers. However, respondents with questions regarding this notice may direct their enquiries to the Contracting Authority identified below.
