    Tool to assess Emotional Intelligence
    
    Title:
    
    The Canada School of Public Service has a requirement for the
    use of an instrument to assess emotional intelligence in
    individuals and allow them to develop an action plan and a
    commitment plan.   
    
    Background:  
    The School is the common learning service provider for the
    Public Service of Canada. It was created to bring a unified
    approach to serving the common learning and development needs of
    federal public service employees and to help ensure that all
    public service employees across Canada have the knowledge and
    skills they need to deliver results for Canadians. The School
    supports meeting the learning needs of the Public Service of
    Canada through training and development that enables the Public
    Service community to meet evolving challenges in fulfilling
    their mission of serving Canada and Canadians. The School is
    committed to promoting a strong corporate culture in the Public
    Service, creating a culture of learning, and being a catalyst
    and resource for the ongoing development of the Public Service
    as a learning organization.

    Some leadership and management courses use in their programming
    an instrument to assess one's own emotional intelligence and
    develop an action plan and a commitment plan.  This feedback
    plays a central role and is essential to assist managers and
    executives at all levels of their professional development.
    
    Objective:
    
    CSPS requires an instrument to assess emotional intelligence
    that complies with the requirements stated below in this
    Statement of Requirement.    
    
    The Specific Requirements:
    
    The emotional intelligence instrument must perform or include
    the following:
    
    ·	evaluate different components of emotional and social skills,
    for example:  how one perceives him/herself, how one expresses
    him/herself, the interpersonal skills of oneself, how one is
    equipped to deal with stress and any other social skills.  
    ·	be composed of a series of questions aimed at identifying
    emotional and social skills 
    ·	capture the positive and negative impressions
    
    
    1)	OBJECTIVENESS 
    Must be free of test-bias
    
    2)	STANDARDIZED 
    Must have been statistically analyzed to prove validity,
    standardization and reliability.
    The normative sample must be based on self report ratings
    Must be broken down in different age groups
    Must have a rating scale to allow individuals to qualify or
    quantify his/her answer Examples: numerical - 0 to 3 or 0 to 5. 
    Qualitative : often, seldom,etc.
    
    
    
    3)	RELIABLE 
    Must have an inconsistency index to detect illegitimate responses
    Be based on current and valid scientific research
    
    4)	PREDICTIVE
    
    5)	NON-DISCRIMINATORY
    Sample must include men and women in each age group
    Must be representative of North American general population
    
    6)	USABILITY
    
    Must have an on-line portal
    Must provide report options and customization such as leadership
    report, management report, coaching report, etc.
    Be appropriate for a workplace environment, specifically for
    management and executive level employees and for leadership
    development  purposes
    Must include a report to summarize participants results
    Report must be personalized and presented in a clear format with
    graphs and narrative
    Must be totally administered by the School in the sense that the
    School will  send invitations, monitor completion, print reports
    for participants and coaches 
    Include a detailed action plan and a commitment plan
    Be available in both French and English and be localised;
    Must be ordered on-line 'just in time' depending on needs
    Must have an on-line resource center for the certified
    coaches/debriefers.
    Completed questionnaires must reside on a protected Web site and
    be confidential

    The Crown retains the right to negotiate with suppliers on any
    procurement.
