Purpose of this Advance Procurement Notice (APN) This is not a bid solicitation. This APN is to notify industry of a potential upcoming opportunity related to the redevelopment of Block 2 in the Parliamentary Precinct. Furthermore, allow industry additional time to apply for requisite security clearances and opportunity to provide feedback to PSPC. Note that there is no guarantee that this project will proceed. Description of the Project The Block 2 site is the city block in front of the Centre Block and Peace Tower, Canada’s main parliament building. Block 2 is in the foreground of Parliament Hill, a world-renowned ensemble of unique neo-gothic buildings, and establishes the threshold between Town and Crown. The site is bounded by Metcalfe Street to the east, O’Connor Street to the west, Wellington Street to the north and Sparks Street to the south. The Block 2 site has an approximate area of 9,800 sqm and currently consists today of eleven buildings. Canada’s Federal Heritage Bureau Review Office has designated some of the buildings as Recognized or Classified. The current condition of many Block 2 buildings is not appropriate given their central location, with many having gone beyond or reaching the end of their life cycle. The goal of the competition is to provide a cohesive design solution and to redevelop the site into an efficient complex of buildings. The redevelopment is to create a new integrated building complex, which would include the appropriate rehabilitation and modernization of aging and underutilized buildings, maximize the site developable capacity and enable the ongoing rehabilitation of core buildings on Parliament Hill. The new and renovated facilities will provide accommodations for the Senate of Canada and the House of Commons, with branch space for the Library of Parliament, as well as some retail presence on the historically-significant Sparks Street Mall. The total approximate gross area above ground for the redevelopment (i.e. not including any area developed underground) is estimated at approx. 30,000 sqm. Design Competition To select the best project and the design team, Canada is intending to initiate an architectural design competition (competition). The competition is about selecting the team with the right demonstrated capability to undertake this nationally-significant architectural project. A Request for Qualification (RFQ), that will be open to qualified architectural entities and be multi-disciplinary in nature to include (and be limited to) structural and building engineering (mechanical / electrical), will prequalify up to 12 firms to advance to the design competition. The competition is organized as a limited design competition in accordance with the Royal Architectural Institute of Canada (RAIC) regulations for competitions in Canada. The prequalified firms will be invited to compete in a Request for Proposal (RFP) structured as a two (2) stage, limited design competition. Security Requirements Respondents and all members of the respondent team (ie joint venture entities and mechanical, electrical and structural engineering sub-consultants) must demonstrate they have formally applied for, or hold a valid Facility Security Clearance (FSC) at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD) of PSPC, or an International equivalent, at the time of closing of the RFQ. Applying for, and obtaining security clearances can be a lengthy process; therefore, PSPC recommends interested suppliers apply for appropriate clearances as soon as possible by completing a Request for Private Sector Organization Screening, excluding sections F and G, and sending it to the Contracting Authority to be sponsored. PSPC cannot guarantee requested security screening/clearance will be completed before the completion of the competition selection process. Security clearance shall be a necessary prerequisite for contract award. Delivery Date: 11/03/2020 The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
