    Purpose of this Request for Qualification (RFQ)
    
    Public Works and Government Services Canada (PWGSC) is initiating a process to pre-qualify Respondents for a two-stage design competition related to the redevelopment of Block 2 in the Parliamentary Precinct. 
    This RFQ defines the requirements for the prequalification of Respondents. Interested Respondents are required to respond to this RFQ. Up to 12 Respondents, considered by PWGSC to best meet the prequalification requirements as defined in this document, will be invited to participate in a two-stage design competition.   
     
    
    Description of the Project
    
    The Block 2 site is the city block in front of the Centre Block and Peace Tower, Canada’s main parliament building.  Block 2 is in the foreground of Parliament Hill, a world-renowned ensemble of unique neo-gothic buildings, and establishes the threshold between “Town and Crown”. The site is bounded by Metcalfe Street to the east, O’Connor Street to the west, Wellington Street to the north and Sparks Street to the south. The Block 2 site has an approximate area of 9,800 sqm and currently consists today of eleven buildings. Canada’s Federal Heritage Bureau Review Office has designated some of the buildings as Recognized or Classified. The current condition of many Block 2 buildings is not appropriate given their central location, with many having gone beyond or reaching the end of their life cycle.
    The goal of the competition is to provide a cohesive design solution and to redevelop the site into an efficient complex of buildings.  The redevelopment is to create a new integrated building complex, which would include the appropriate rehabilitation and modernization of aging and underutilized buildings, maximize the site developable capacity and enable the ongoing rehabilitation of core buildings on Parliament Hill. The new and renovated facilities will provide accommodations for the Senate of Canada and the House of Commons, with branch space for the Library of Parliament, as well as some retail presence on the historically-significant Sparks Street Mall.  
     
    
    Design Competition 
    
    To select the best project and the design team, Canada is intending to initiate a two-stage design competition (competition). In the first stage of the competition, up to 12 competitors will be invited to submit an outline concept design Proposal. In the second stage, up to 6 short-listed Competitors will be invited to submit an advanced concept design Proposal.  
    Both stages of the design competition will be evaluated by an independent Jury. The competition is about selecting the team with the right demonstrated capability to undertake this nationally-significant architectural project. The competition is organized as a limited design competition in accordance with the Royal Architectural Institute of Canada (RAIC) regulations for competitions in Canada. PWGSC has set aside an honorarium budget to offset some design costs as well as amounts for prizes.
    
    
    About the RFQ 
    
    PWGSC is inviting architects and other related design professionals (structural, mechanical and electrical engineering entities) to form design teams to respond to this RFQ. The information required from each Respondent Team, along with the qualification evaluation criteria, are presented in this document. Respondents should take note of the licensing requirements as outlined in the RFQ. There will be no remuneration to Respondents of this RFQ.
    Responses must be submitted only to the PWGSC Bid Receiving Unit by the date, time specified within the RFQ. Responses may be submitted in either official language of Canada (English or French).  
    
    
    Debriefing
    
    Should a Respondent desire a debriefing, the Respondent should contact the Contracting Authority within 15 working days of the notification of the results of the RFQ. The debriefing will include an outline of the strengths and weaknesses of the Response, referring to the evaluation criteria. The confidentiality of information relating to other Responses will be protected. The debriefing may be provided in writing, by telephone or in person.
