Nature of Requirements: 

REQUIREMENT:
The Royal Canadian Mounted Police (RCMP) has an urgent requirement for Cloth Facial Masks. The Cloth Facial Masks must be made in accordance with the RCMP specification G.S. 1045-383 dated 2020-05-11 (Annex B), patterns (to be provided upon request) and viewing sample (not available during the solicitation period). Government Available Material (GAM) for the shell and lining material must be purchased from the RCMP.

FIRM QUANTITY: 150,000 units 

OPTION QUANTITY:
This requirement also includes an option with an estimated quantity of up to 400,000 units. The option may be exercised within 36 months after contract award date. The Option can be exercised at Canada’s sole discretion.

DELIVERY
The delivery of the firm quantity must be completed within 30 calendar days from the effective date of the Contract and receipt of GAM.

AWARD
Canada reserves the right to award up to three contracts.

CANADIAN CONTENT
The requirement is limited to Canadian goods.

PRE-AWARD SAMPLES AND SUPPORTING DOCUMENTATION:
Pre-award samples and supporting documentation must be submitted at the date and time of bid closing and at the location indicated in the Request for Proposal as per section 4.1.1 and Annex C.

The patterns and the GAM are provided upon request to make the pre-award samples (see section 2.6). Before sending a request, bidders must make sure they can meet the Canadian Content requirement under section 5.2.3.1, technical requirement as per Annex B, the bid evaluation requirement under section 4.1.1 and Annex C and the delivery date requirement under section 6.4.1. It is imperative that the request be done as soon as possible to ensure timely receipt. Notwithstanding, Canada must not be held responsible for untimely release of patterns and GAM.

ENQUIRIES:
To ensure a response before the bid closing date, all enquiries about this requirement must be submitted in writing and received by the Contracting Authority at least five (5) calendar days prior to the bid closing date.
