    PURPOSE
    The purpose of this Letter of Interest (LOI) is to inform industry that the Department of National Defence (DND) intends to post a new Request for Proposal (RFP) for an improved Sleeping Bag System (SBS), following the cancellation of RFP W8486-151419/A. In preparation for the new RFP, this LOI seeks to obtain feedback from industry on the attached Draft SBS Technical Documents as well as responses to other specific DND questions posed herein. Further, interested vendors are requested to provide feedback on the proposed high level procurement strategy details associated with this requirement.
      
    NATURE OF THE LETTER OF INTEREST 
    This Letter of Interest (LOI) is not a bid solicitation. This LOI will not result in the award of any contract; therefore, potential bidders of any goods or services described in this LOI should not earmark stock or facilities, nor allocate resources, as a result of any information contained in this LOI. Nor will this LOI result in the creation of any source list; therefore, whether or not any potential bidder responds to this LOI will not preclude that bidder from participating in any future procurement. Also, the procurement of any of the goods and services described in this LOI will not necessarily follow this LOI. This LOI is simply intended to solicit information from industry with respect to the contents of this LOI.
    
    BACKGROUND:
    The previously posted SBS RFP, W8486-151419/A, was intended for the procurement of a man-portable Sleeping Bag System for the Canadian Armed Forces, to be used by personnel operating in consistently changing terrain in tropical, subtropical, temperate and polar conditions. The RFP W8486-151419/A was cancelled 12 May, 2015.
    
    DRAFT RFP AND TECHNICAL DOCUMENTS:
    Requested Feedback - As described above, DND would appreciate industry feedback regarding the following technical annexes to this document:
    
    * ANNEX A: Draft Request for Proposal including the following Annexes:
    
    - Annex B: Specification; incl. Appendix B1 Method for Measuring the Drying Time of a Sleeping Bag Liner
    - Annex C: Statement of Work (SOW);
    - Annex D: Bid Technical Evaluation Plan (BTEP);
    - Annex E: User Acceptance Performance Evaluation (UAPE) Plan; and,
    - Annex F: Bid Technical Evaluation Matrix (BTEM).
