    NATURE OF THE REQUIREMENT:
    This requirement is for the establishment of a National Master Standing Offer (NMSO) for the Department of Royal Canadian Mounted Police (RCMP) for the supply of Scenario Based Training Helmets  to be ordered on an "as and when requested" basis.
    
    BACKGROUND:
    The Scenario Based Training (SBT) Helmet is a piece of personal protective equipment to protect Royal Canadian Mounted Police (RCMP) members from projectiles that may inadvertently impact the head and neck during law enforcement scenario based training. In this training, projectiles include marking cartridges and Conducted Energy Weapon (CEW) training cartridges. During training, participants undergo varying levels of physical exertion in both indoor and outdoor locations.
    
    The Standing Offer will be valid up to 36 months after issuance of the Standing Offer with the possibility to extend for up to two (2) additional years. 
    
    The helmets will be delivered to various destinations across Canada.
    
    The usage is estimated at 738 units per year by the RCMP for the first 3 years and 100 units per year for the remaining period of the Standing Offer if option to extend it is exercised. 
    
    * NOTE: The Standing Offer will also be made available for use at the provincial level by the Province of Manitoba and the Province of Ontario. Estimated usage for these provinces is unknown at this time.
    
    TRADE AGREEMENTS:
    The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).
    
    CANADIAN CONTENT:
    This requirement is subject to a preference for Canadian goods.
