Telephone No. - (506) 636-4416 Fax No. - (506) 636-4376 E-mail - allan.keith@pwgsc.gc.ca Veterans Affairs Canada (VAC) and Public Works and Government Services Canada (PWGSC) are in the process of developing a Request For Proposal (RFP) for the provision of a third party contractor to provide administrative services for the Federal Health Claims Processing Services (FHCPS). This RFI document includes a copy of a draft RFP complete with Basis of Payment, Contractor Selection Methodology and Draft Statement of Work. Background Veterans Affairs Canada (VAC) have a requirement for Federal Health Claims Processing Services (FHCPS) which includes services and systems used to process Veterans Affairs Canada (VAC), Canadian Forces (CF) and Royal Canadian Mounted Police (RCMP) health claims to support Clients and Providers with the processing and settlement of their claims, and to ensure compliance with VAC, RCMP and CF Program policies including audit, reporting and financial control practices. All three federal departments combined provide a wide range of health benefits and services to eligible clients, members Veterans and other persons as specified under their respective regulations. The benefits and services available for the three partner Departments are consolidated under Programs of Choice ("POC"). FHCPS is used by the Departments in the administration of the following POC: 1) Aids to Daily Living 2) Ambulance (includes Health Related Travel) 3) Audio Services 4) Dental Services 5) Hospital Services 6) Medical Services 7) Medical Supplies 8) Nursing Services 9) Oxygen Therapy 10) Prescription Drugs 11) Prosthetics and Orthotics 12) Related Health Services 13) Special Equipment 14) Vision Care 15) Veterans Independence Program (VAC only) 16) Long Term Care - (VAC only) RFI PURPOSE - The objectives of this Request for Information (RFI) are: .1 To alert industry to this upcoming requirement and to give industry an opportunity to prepare for the competition; .2 To allow industry an opportunity to provide feedback on the RFP process; and, .3To obtain feedback on the capacity of industry to undertake the proposed contract work and the time that would be required to develop, test and implement the required claims processing service. The feedback obtained from this RFI will assist Canada in planning the procurement strategy and finalizing the requirements of the FHCPS Request for Proposal (RFP). ADMINISTRATIVE MATTERS - This is not a bid solicitation. A contract will not result from this activity. This RFI will not necessarily result in any procurement action and potential suppliers are not to earmark services or facilities relative to the work described herein. Responses are requested on or before 30 July 2012. This PWGSC office provides procurement services to the public in both official languages. Responses may be submitted in either official language. FOLLOW-UP ACTIVITY - Canada may, in its discretion, contact any respondent to follow up with additional questions or for clarification of any aspect of a response. SECURITY REQUIREMENTS - There is a security requirement associated with this requirement. The successful Contractor must hold a valid designated organization screening (DOS) with approved document safeguarding Capabilities at the level of "PROTECTED B" level.
