MacDonald (DJM) Building Modernization Project located at 191 Grafton Street, Charlottetown, Prince Edward Island Purpose of this Advance Procurement Notice This is not a bid solicitation. This APN is to notify industry of a potential upcoming opportunity for the provision of upgrading/replacing base building systems and implementing the GC Workplace layout standards. This APN is not to be considered as a commitment to issue a subsequent solicitation or award contract(s) for the work described herein. Description of the Work: The project includes the rehabilitation and optimization of the Daniel J MacDonald Building located at 161 Grafton Street, in Charlottetown, Prince Edward Island which was constructed in 1984. The building serves as the national headquarters for Veterans Affairs Canada (VAC) and home for the Veterans Review and Appeal Board (VRAB). The purpose of this construction project is to replace and modernize the asset’s aging mechanical/electrical systems and to modernize the outdated interior space to GC Workplace standards. This involves complete replacement of the building’s mechanical and electrical systems, upgrade of safety equipment, a projected 80% decrease in greenhouse gas emissions, and interior refit to GC Workplace Standards. Upon completion, the Daniel J MacDonald Building will be a modernized facility meeting VAC's long term functional and operational requirements in an accessible GC workplace office environment. As part of Canada’s commitment to reconciliation with First Nations, this procurement requires bidders to include an Indigenous Participation Plan (IPP). This includes opportunities to provide goods, services, employment or sub-contracting. The bidder must provide specific planned benefits for the Indigenous People and Indigenous Firms throughout the duration of the project and the IPP must be a minimum of 5% of the total base work value. Full details will be provided in the Invitation to Tender. The Invitation to Tender will also include details of an Industry Session and a Site Visit. Both will be optional but will require bidders to register in order to attend. Full details to be provided in the Invitation to Tender. The work under the contract will generally comprise of the following, but will not limited to: - Preparation-Interior demolition of the building and dispose of waste in accordance with a Waste Diversion Plan; - Mechanical - The majority of the mechanical systems require replacement; - Plumbing - The entire plumbing system requires replacement; - Heating - The entire heating system requires replacement; - Ventilation - The entire ventilation system requires replacement; - Controls - The entire Energy Management and Control System (EMCS) requires replacement; - Fire Protection - The entire fire protection system requires replacement; - Electrical - Upgrade power distribution, emergency power, wiring, lighting and communication systems; - Windows - All windows require replacement; and, - Fit-up and Layouts - to meet the GC Workplace standards. Tentative Schedule The Invitation to Tender is expected to be released in June 2022. It is anticipated that Construction will commence January 2023 with completion required in late 2025.
