    Electrical Upgrades - Black Duck Cove, NL, 
    
    Public Works and Government Services Canada (PWGSC) has a
    requirement on behalf of  the Department of Fisheries and Oceans
    (DFO) for Electrical Upgrades at the existing DFO (SCH) facility
    at Black Duck Cove, NL.  The scope of work consists of the
    furnishing of all plant, labour, equipment and material for
    electrical upgrades as per specification but not limited to, the
    following: Demolition, removal, and disposal of existing
    electrical shed and utility pole, building renovations to the
    existing Harbour Authority building to accommodate a new
    electrical room, supply and installation of new electrical
    equipment, new electrical service, new electrical shore power
    pedestals, conduits and conductors and other related work.
    
    SPECIAL INSTRUCTIONS:
    Before submitting a bid, it is recommended that bidders visit
    the site and its surroundings to review and verify the form,
    nature, and extent of the work, materials needed for the
    completion of work, the means of access to the site, severity,
    exposure and uncertainty of weather, soil conditions, any
    accommodations they may require, and in general shall obtain all
    necessary information as to risks, contingencies and other
    circumstances which may influence or affect their bid.  No
    allowance shall be made subsequently in this connection on
    account or error or negligence to properly observeand determine
    the conditions that will apply.
    
    Contractors, bidders, or those they invite to site are to review
    specification Section 01 35 28 - Health and Safety before
    visiting site.  Take all appropriate safety measures for any
    visit to site, either before or after acceptance of bid.  Obtain
    prior permission from the Departmental Represnetative before
    carrying out such site inspection.
    
    Bidders must refer to GENERAL INSTRUCTIONS TO BIDDERS (GI) -
    R2710T (2013-06-27) for the Code of Conduct and Certification
    provisions applicable to this requirement.

    It is the responsibility of the Bidder to ensure that all

    addressed in the submitted tender.  Addenda, when issued, will
