Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Electrical Modifications - Sir Humphrey Gilbert Building - St. John’s, NL F6839-210677 Contact Name: Alexandria Dwyer Telephone: 709-330-6330 Fax: 709-772-4603 Email: Alexandria.Dwyer@pwgsc-tpsgc.gc.ca THIS DOCUMENT CONTAINS A SECURITY REQUIREMENT Public Services and Procurement Canada (PSPC) has a requirement, on behalf of the Canadian Coast Guard for Electrical Modifications at the Sir Humphrey Gilbert Building in St. John’s, Newfoundland and Labrador. The scope of work for this project consists of the furnishing of all plant, labour, equipment and material for electrical modifications. In general, work under this contract will consist of, but will not necessarily be limited to, the following: 1. Supply and installation of new electrical equipment including all wiring, conduit, panels, transformers, circuit breakers, and excavation, etc. 2. Supply and installation of Lightning protection system. 3. Supply and installation of a generator pad at a proposed location in the parking lot of the Sir Humphrey Gilbert Building. 4. Installation of CCG supplied automatic transfer switch. Commissioning and testing to be completed by CCG. 5. The columns of the platform as indicated in the drawings have been installed on the roof of the Sir Humphrey Gilbert building and installation under this contract requires securing the fabricated platform to those columns. 6. The contractor is responsible for the testing of all systems in presence of Coast Guard personnel and a report of the testing results to be delivered no later than ten (10) working days after completion of all the testing. Testing shall include but not be limited to electrical systems. 7. Documentation on the system and subsystem is to be provided by the contractor. This shall include but not limited to: - Complete set of as-built drawings. - A complete maintenance manual indicating required maintenance for all installed components, schedule and parts list. - A complete report on all system testing. OPTIONAL SITE VISIT There will be an optional site visit on Friday January 7, 2022. Interested bidders are asked to register by emailing Alexandria.Dwyer@pwgsc-tpsgc.gc.ca to obtain an assigned time slot for the site visit. Registration requests must be received no later than Thursday January 6, 2022 at 12:00 PM NST to allow sufficient time for scheduling. Due to building protocols as well as Covid 19 restrictions, all firms will be limited to two (2) individuals allowed to register for the site visit. Masks are required. This site visit is subject to the COVID-19 Vaccination Policy for Supplier Personnel. The person(s) who attend must be fully vaccinated against COVID-19, or, for personnel that are unable to be vaccinated due to a certified medical contraindication, religion or other prohibited grounds of discrimination under the Canadian Human Rights Act, subject to accommodation and mitigation measures that have been presented to and approved by Canada. Bidders must complete and submit the certification included in SI03 of the Invitation to Tender document. MATERIAL SUPPLIED BY CANADA The declared value of the material supplied by Canada for this project is $ 400.00 (HST extra). This amount shall be added to the contract value when determining the amount of insurance required under the Builder's Risk / Installation Floater coverage.
