Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Neddy Harbour Development - Norris Point, NL F6140-220702/A Contact Name: Alexandria Dwyer Telephone: 709-330-6330 Fax: 709-772-4603 Email: Alexandria.Dwyer@pwgsc-tpsgc.gc.ca Public Services and Procurement Canada (PSPC) has a requirement, on behalf of the Department of Fisheries and Oceans for Harbour Development at Neddy Harbour in Norris Point, Newfoundland and Labrador. The scope for this project includes, but is not limited to, the provision of construction activities for a small boat basin development. The work covered consists of the furnishing of all plant, labour, equipment and material for these improvements at Neddy Harbour, Norris Point, Newfoundland and Labrador. In general, work under this contract consist of, but will not necessarily be limited to, the following: 1. Construction of a new breakwater complete with rock fill core, filter stone and armour stone. 2. Construction of 54.9 lin meters of timber crib marginal wharf with reinforced concrete deck. 3. New wharf shall consist of Type B1, cleats, ladders, hardwood fenders, wheelguards, mooring rings and concrete jib crane base. 4. Supply and installation of 2 new electrical pedestals, electrical equipment, conduits and wiring. 5. Supply and installation of upland rock fill including Type 1 and Type 2 aggregate materials. 6. Class B dredging to elevation -2.0 m. 7. Supply and placement of rock mattresses and rock scour protection. 8. Supply and installation of 2 floating docks including anchor blocks, and mooring chains. 9. Supply and installation of a wooden gangway ramp. 10. Construction of a new 26.2 m long concrete launchway, upland development and road upgrades. 11. Construction of a new 4.8 m x 4.2 m electrical building c/w electrical components. 12. Supply and installation of 5 new 10.6-meter long poles c/w lights and bollards. 13. Supply and installation of 8 ultra reef balls Familiarization With Site Before submitting a bid, bidders can visit the site and its surroundings, at their own expense, to review and verify the form, nature, and extent of the work, materials needed for the completion of the work, the means of access to the site, severity, exposure, and uncertainty of weather, soil conditions, any accommodations they may require, and in general shall obtain all necessary information as to risks, contingencies, and other circumstances which may influence of affect their bid. No allowance shall be made subsequently in this connection on account or error or negligence to properly observe and determine the conditions that will apply. Contractors, bidders, or those they invite to site are to review specification Section 01 35 29 - Health and Safety Requirements before visiting site. Take all appropriate safety measures for any visit to site, either before or after acceptance of bid. Note that the Contractor will be required to follow enhanced safety protocols in response to the COVID-19 pandemic in accordance with the most recent recommendations and directives from the Provincial and Federal Government, including the Chief Medical Office and the Department of Health. The contractor is required to incorporate these plans in their Site Specific Safety Plan, and update as the recommendations and directives evolve. MATERIAL SUPPLIED BY CANADA The declared value of the material supplied by Canada for this project is $ 42,000.00 (HST extra). This amount shall be added to the contract value when determining the amount of insurance required under the Builder's Risk / Installation Floater coverage.
