Project No. R.050927.202 Title: Hamilton, Ontario - Randle Reef Sediment Remediation Project - Stage 2 Extension of Time Notice is hereby given that the closing date for the reception of tenders previously due on the 11 May 2017 is extended to the 8 June 2017 at 14:00 hours. REQUIREMENT Public Works and Government Services Canada (PWGSC), Real Property Branch, on behalf of Environment Canada have a requirement for a qualified contractor to carry out the Randle Reef Sediment Remediation Project (Stage 2), atHamilton Harbour in Hamilton, Ontario. All work shall be in accordance with Project No. R.050927.202 Specification and Drawings dated 2017-01-15. BACKGROUND The overall objective of the Randle Reef Sediment Remediation Project is to co nstruct a 6.2 hectare Engineered Containment Facility (ECF), designed to ensure containment of the contaminated sediment. The ECF will be constructed over approximately 20% of the contaminated sediment with additional areas capped or dredged for the management ofa total of 675,000 m3 of sediments. Once the ECF is filled, it will be dewatered and capped. The end product will be utilized as a port, owned and maintained by the Hamilton Port Authority. The Randle Reef project is being undertaken by Environment and Climate Change Canada (ECCC) and Public Works and Government Services Canada (PWGSC). The project is anticipated to take approximately 8 years to construct, dredge, dewater and cap the contaminated sediments in Hamilton Harbour and will be completed in three (3) stages: Stage 1 - Construction of the ECF (Already tendered and contract awarded) Stage 2 - Dredging of contaminated sediments (Proposed Tender) Stage 3 - ECF dewatering and capping (Future Tender) SCOPE OF WORK The Randle Reef Sediment Remediation Project Stage 2 is located in Hamilton Harbour adjacent to Pier 15 and Stelco (formerly US Steel Canada). The intent of Stage 2 of the project is to hydraulically dredge c ontaminated sediments and place them in an Engineered Containment Facility (ECF),to provide water treatment, to dewater the ECF prior to placement of fill materials, to cap some of the contaminated sediments, and to place a thin layer backfill/capping over some of the work area. COMPLETION DATE The Contractorshallperform and complete the Work within thirty-one (31) months from the date of notification of acceptance of the offer. OPTIONAL SITE VISIT There will be an optional site visit onWednesday, March 22, 2017 at 11:00 a.m. at the site. Interested bidders are to meet near the site, inside the Hamilton Port Authority (HPA) security gate. Bidders are requested to register with the Contracting Officer, Mary Caporusso by email:mary.caporusso@pwgsc-tpsgc.gc.ca to confirm attendance and provide the name(s) who will attend 48 hours prior to the si te visit.The list of names will be provided to the Hamilton Port Authority to allow access through the HPA security gate to the site visit location. Bidders who do not attend will not be precluded fromsubmittinga bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation. MANDATORY CRITERIAAT TENDER CLOSING DATE 1. Bid Security The Bidder shall enclose bidsecurity with its bid. 2. Registry and pre-qualification of floating plant as per GI06 (2015-02-25) Dredges or other floating plant to be used in the performance of the Work mustbeon Canadian registry. For dredges or other floating plant that are not of Canadian make or manufacture, the Bidder must obtain a certificate of qualification from Industry Canada as described in the Floating Plant Appendix of the Bid and Acceptance Form, and this certificate must accompany the bid. Plant so qualified byIndustry Canada may be accepted on this project. MANDATORY CRITERIA PRIOR TO CONTRACT AWARD 1. Integrity Provisions: All bidders, regardless of their status under the Policy, must submit, a complete list of names of all individuals who are currentlydirectors ofthe Bidder. If the list of names has not been received by the time th e evaluation of bids is completed, or has not been received where no bid will be submitted, the contracting authority will inform the bidder of a time within which toprovide the information. Failure to provide the list of names within the time specified will render a bid non-responsive. 2. Insurance Requirements The Contractor must,at the Contractor's expense, obtain and maintain insurance contracts in accordance with the requirements of the Certificate of Insurance. Coverage must be placed with an Insurer licensed to carry out business in Canada. EVALUATION AND CONTRACTOR SELECTION METHODOLOGY The evaluation of two-envelope tender is identified in the solicitation docu ment at SI07. The bid submission itself shall comprise of two parts, Part 1 - Mandatory Requirements and Part 2 - Price portion. No reference to PRICE’ is to be included in the MANDATORY REQUIREMENTS’ portion of the submission. Bidders must meet theMandatory Requirements in order to continue with the Financial Evaluation.The responsive bid carrying the lowest price will be recommended for contract award. VALUE ADDED PROPOSAL CLAUSE PWGSC may accept "value added proposals" (VAPs) from the Contractor after award of contract through the duration of the contract (as specified in the VAP clause in the tender document).
