As a result, PWGSC will retain a Contractor to complete the resurvey of approximately 450 residential properties primarily within Ward 1 of Port Hope. The overall objectives of the SSSR are to conduct the resurvey of approximately 450 residential properties, in Ward 1, of the Municipality of Port Hope to: 1. Measure and document conditions, both inside and outside buildings and sub-surface to determine the presence or absence of historic Low-Level Radioactive Waste (LLRW) that exceeds the Port Hope Area Initiative Cleanup Criteria (PHAI CC) for four (4) signature parameters (uranium, arsenic, radium 226 and Thorium 230). Each property resurvey shall comprise of: a. Indoor radon gas survey; b. Interior and exterior gamma radiation surveys; c. Interior and exterior radiological object and surface contamination surveys, where required; d. Exterior(and possibly interior) intrusive investigation (drilling, soil sampling and possibly sampling of building or other types of material); e. Gamma radiation survey of soil cores and boreholes; and f. Analytical testing of the soil and other items as required. 2. Delineate the extent of soil (vertically and horizontally) and interior and/or exterior surface contamination for properties that exceeds the Port Hope Area Initiative Cleanup Criteria (PHAI CC) for 4 signature parameters. The purpose is to select the highest ranked experienced firm of consultants and specialists to provide these services. The criteria used in the evaluation process will relate to previous achievements, experience and qualification of the proposed consultant team and will NOT involve or require a presentation on the subject. The Mandatory Criteria used in the evaluation will be: a. The bidder shall be an Environmental Consulting Firm licensed, or eligible to be licensed, certified or otherwise authorized to provide the necessary environmental and professional services to the full extent that may be required by Federal or provincial law applicable to the project in the province of Ontario. b. The consultant team to be identified must include the following: Project Director, Project Manager, Senior Consultant - Environmental, Senior Consultant - Radiological, Quality Assurance Specialist, Health and Safety Specialist, Communications Specialist, Radiation Protection Specialist, Radiological Survey Specialist and Geotechnical Specilaist/GeoScientist c. The laboratory used for this requirement must be certified by the Canadian Nuclear Safety Commission (CNSC) for the analysis of radioisotopes Schedule The contract will be in place for one year.
