    PORT GRANBY, ONTARIO. Natural Resources Canada and Atomic Energy
    of Canada Ltd. have a requirement to construct and commission a
    waste water treatment facility as more fully described in the
    plans and specifications identified as PWGSC Ontario Region
    Project Number R.023276.023.
    
    There will be a site visit on November 7th, 2012 at 10:00 A.M.
    Interested bidders are to meet at PHAI Management Office, 115
    Toronto Road, Port Hope, ON.  A bus will be provided and it will
    depart the parking lot at 10:00 am to go to the Project Site. 
    The visit area is currently a construction site and therefore
    visitors will need to bring their own safety boots, reflective
    vest, and hard hat as minimum standard health and safety
    requirements.  The bus will be waiting for the duration of the
    site visit and will return back to the PHAI office. Cameras will
    be allowed at the site visit. A maximum of 2 participants from
    each company will be allowed at the site visit.
    
    There will be a bidders conference on November 7th, 2012
    immediately following the Site Visit. Interested bidders are to
    meet at 115 Toronto Road, Port Hope. A maximum of 2 participants
    from each company will be allowed at the bidders conference.

    The bid shall be submitted following a "two-envelope" procedure
    in which the Bidder submits the Qualifications Form and any
    required associated document(s) (Qualification) in envelope 1
    and the Bid and Acceptance Form  and any required associated
    document(s) (Price) in  envelope 2. Both envelopes shall be
    enclosed and sealed together in  a third envelope, the bid
    envelope. 
    
    Envelope 1 - Qualifications.
    This envelope will not be opened publicly.  This envelope will
    be opened first to evaluate the mandatory qualifications.
    Requirements will be evaluated on a Pass or Fail basis.  Failure
    to meet any or all of the mandatory qualification(s) or a
    failure to include all required submittals as detailed in
    Appendix 2, will render the bid non-compliant and no further
    consideration will be given to the bid. Envelope 2 will be
    returned unopened to the bidder. 
    
    Envelope 2 - Price: 
    This envelope will be opened publicly.  Only those envelopes
    from Bidder's that meet the mandatory requirements of the
    Qualifications shall be opened. Envelope 2  must include all
    information included in the Bid and Acceptance Form (BA)
    detailed herein.  Failure to comply with this requirement will
    render the bid non-compliant and no further consideration will
    be given to the bid.

    The duration of work is schedule to be completed within 12
    months.
    
    The estimated cost for this opportunity is within the following
    cost category: 
    $20,000,000.00 - $30,000,000.00.

    paper version. Tenderers should note that Attachment 1 (ATT 1)
