    Title: Qualification Based Selection Process (QBS) - Comprehensive Investigation and Repairs of Kirkfield Lift Lock 36
    
    
    IMPORTANT: This tender is part of Public Works and Government Services Canada - Ontario Region’s pilot to evaluate and select successful proposals based on a Qualifications Based Selection Methodology. Interested bidders should refer to GI3 Overview of the Selection Procedure and Submission Requirements and Evaluation (SRE) of the solicitation document for instructions on how to participate and submit their proposal for this tender.
    
    
    Public Works and Government Services Canada (PWGSC), on behalf of Parks Canada Agency (PCA), intends to retain an engineering firm in the capacity of Prime Consultant, supported by a multidisciplinary team of Sub-Consultants and/or specialists including: Structural Engineers, Electrical Engineers, and Mechanical Engineers, for the provision of engineering services as described in the Request for Proposal.
    
    The project scope of work includes a comprehensive multidisciplinary engineering study, press well cleaning and the preparation of a report containing concept design options for the Kirkfield Lift Lock. The project anticipates the expertise of a multidisciplinary team as described above to investigate, analyze and prepare investigation reports and design solutions to proceed with future recapitalization of the structure.
    
    Optional Services are included in the project scope as Phases 2 and 3 and consist of design development, construction documents preparation, tender bid evaluation assistance, site services and inspections during construction, and commissioning and post construction services.
    
    The Proponent shall be a Multidisciplinary Engineering Consultant licensed in the Province of Ontario, or eligible to be licensed, certified or otherwise authorized to provide the necessary professional services to the full extent that may be required by provincial or territorial law. 
    
    PROPONENTS’ CONFERENCE:
    
    A Proponents’ Conference will be held by WebEx and teleconference on November 18, 2019. The conference will begin at 10:00 a.m. EST. The scope of the requirement and methodology outlined in the Request for Proposal will be reviewed during the conference and questions will be answered. It is recommended that Proponents who intend to submit a proposal attend or send a representative.
    
    Proponents are required to communicate with the Contracting Authority before the conference to confirm attendance and to receive the information for the WebEx and teleconference. Proponents should provide, in writing, to the Contracting Authority, the name(s) of the person(s) who will be attending and a list of issues, if any, they wish to table no later than two (2) days before the Proponents’ Conference.
    
    Any clarifications or changes to the Request for Proposal resulting from the Proponents’ Conference will be included as an amendment to the bid solicitation. Proponents who do not attend will not be precluded from submitting a proposal.
    
    OPTIONAL SITE VISIT:
    
    It is recommended that the Proponent or a representative of the Proponent visit the work site. Arrangements have been made for a tour of the work site. The site visit will be held on November 20, 2019 at 10:00 a.m. EST at:

    Proponents should dress according to outdoor weather conditions and wear safety boots as well as a reflective vest as a minimum personal safety apparel. A maximum of two (2) representatives per Proponent will be permitted to attend.   
    
    Proponents are requested to communicate with the Contracting Authority named on the RFP - Page 1 two (2) business days before the scheduled visit to confirm attendance and provide the name(s) of the person(s) who will attend. Proponents may be requested to sign an attendance form.
    
    Proponents who do not attend or send a representative will not be given an alternative appointment. Proponents who do not attend will not be precluded from submitting a proposal. Any clarifications or changes to the solicitation resulting from the site visit will be included as an amendment to the solicitation.
    
    REQUEST FOR PROPOSAL (RFP) DETAILS:
    
    This is a selection process utilizing a Qualification Based Selection (QBS) methodology for the acquisition of Engineering Services. The process is structured as follows:
    
    Stage One: Technical Evaluation. Two Phase Evaluation (Phase One - Written Proposal, Phase Two - Technical Presentation and Question Period)
    
    Stage Two: Project Review and Discussion (Step I - Refine Requirements, Step II - Price Proposal)
    
    Proponents responding to this RFP are requested to submit a technical proposal in two phases.  Phase One proposals are written submissions that cover only the qualifications, experience and organization of the proposed Consultant Team.  Following evaluation and rating of these proposals, Proponents are advised of their competitive standing and Proponents that receive a minimum rated score in Phase One will have the opportunity to decide whether or not to continue their participation in submitting a Phase Two proposal.  Phase Two proposals cover the detailed strategies, methodologies and approach to the work in the format of a Presentation and Question Period. Following evaluation and rating of the Technical Proposals, the Highest Ranked Technical Proponent (HRTP) is determined and remaining Proponents are advised of their competitive standing. Debriefs will not be conducted until a contract is awarded.
