    Title: Michipicoten Island Exterior Lead-based Paint Abatement, removal of debris, associated asbestos containing material abatement
    
    Public Works and Government Services Canada (PWGSC) is issuing an Invitation to Tender (ITT) for Exterior Lead-based Paint Abatement, removal of debris, associated asbestos containing material abatement at Michipicoten Island East End Site, Lake Superior, Ontario.  
    
    The intent of the project is to abate lead-based paint from the exterior of all structures and remove debris from the site including a 60 gallon plastic drum containing diesel fuel. Any asbestos-containing material underlying lead-based painted exterior surfaces or located within the debris is also be abated as part of the program.  This work shall be in accordance with Specification - Project No. R.083149.031 dated 2017-05-15.
    
    CONTRAINTS:
    Project site is extremely remote, accessible only by water or helicopter with no direct access to emergency response. 
    
    OPTIONAL BIDDERS’ CONFERENCE
    There will be a Bidders’ Conference held on Tuesday 25 July 2017 at 1:15PM.  
    
    A bidders' conference will be held at 4900 Yonge Street, 10th Floor, Toronto, Ontario, M2N6A6 on Tuesday 25 July 2017. The conference will begin at 13:15 EDT, in Willowdale Boardroom, 10th Floor. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative.
    
    Bidders are requested to communicate with the Contracting Authority before the conference to confirm attendance. Bidders should provide, in writing, to the Contracting Authority, the name(s) of the person(s) who will be attending and a list of issues they wish to table no later than Thursday 20 July 2017.
    
    Any clarifications or changes to the bid solicitation resulting from the bidders' conference will be included as an amendment to the bid solicitation. Bidders who do not attend will not be precluded from submitting a bid.
    
    
    Bidders should provide, with their bid or promptly thereafter, a complete list of names of their board of directors.  If such a list has not been received by the time the evaluation of bids is completed, Canada will inform the Bidder of a time frame within which to provide the information.  Failure to provide such a list within the required time frame will render the bid non-responsive.  Bidders must submit the list of directors before contract award.  
    
    Canada may, at any time, request that a Bidder provide properly completed and Signed Consent Forms (Consent to a Criminal Record Verification form - PWGSC-TPSGC 229) for any or all individuals named in the aforementioned list within a specified delay. 
    
    Failure to provide such Consent Forms within the delay will result in the bid being declared non-responsive. 
    
    A COMPLETE LIST OF EACH INDIVIDUAL WHO ARE CURRENTLY ON THE BIDDER'S BOARD OF DIRECTORS. (SEE APPENDIX 2 OF THE "ITT" DOCUMENT) LIST SHOULD ACCOMPANY THE BID BUT MUST BE PROVIDED AT CONTRACT AWARD.
    
    Drawings and Specifications are now available for viewing and downloading in a Portable Document Format (PDF) or in a standard paper version. Tenderers should note that Attachment 1 (ATT 1) contains the Drawings and Specifications Package (DSP) which consists of PDF files organized in an industry recognized directory structure.

    CONTRACT PERIOD:  The Contractor shall perform and complete the Work within 8 weeks from the date of notification of acceptance of the offer.
