    ** IMPORTANT UPDATE** Effective March 27, 2020:
    Due to the impacts of the COVID-19 pandemic and to encourage physical distancing, the bid receiving unit in Edmonton will remain open but with limited staff and limited hours: Monday to Friday, 9 am to 11 am (local time). 
    Due to limited staff available, bidders are strongly encouraged to transmit their bids electronically using the epost Connect service instead of any of the other methods of bid delivery that are available should the solicitation allow.
    Please monitor Buyandsell.gc.ca closely as changes to bid closing dates may be necessary. 
    
    
    ** IMPORTANT UPDATE** New process for hand-delivered bids, Edmonton Office, Canada Place - Effective March 11, 2020
    Suppliers must be escorted by PSPC staff to access the Canada Place Bid Receiving Unit. Suppliers will not be issued a visitor’s pass as previously communicated.
    
    A courtesy phone will be available at the Commissionaire/Information desk in the main lobby. The courtesy phone will be preprogrammed with a direct line to PSPC reception.
    
    A PSPC staff member will meet suppliers at the Commissionaire/Information desk and escort them to the Bid Receiving Unit within the building’s secured space.
    
    Please ensure adequate time is allotted to deliver a bid to account for this new security procedure.
    
    It is the responsibility of suppliers to ensure that the bid, offer or arrangement, as applicable, is delivered on time to the Bid Receiving Unit.

    Mechanical Engineering - Quality Assurance Review and Advisory Services
     
    Work under this Standing offer comprises of Mechanical Engineering, Quality Assurance Review and Advisory Services as requested by Architectural and Engineering Centre of Expertise ( AECoE)  in the form of call ups for performing , to AECoE of PSPC,as outlined in the Terms of Reference and in accordance with the terms and conditions stated herein.
    Services are to be provided on an "as required" basis. It is anticipated that one (1) standing offer will be issued to the Mechanical Engineering Firm from the date of Standing Offer issuance. 
     
    Proponents shall be licensed to practice in the provinces governing applicable zones (i.e. Alberta, Saskatchewan, Manitoba, Nunavut, and/or Northwest Territories.)   
     
    It is PSPC's intention to authorize one (1) Regional Individual Standing Offers (RISO's), for a period of one (1) year from the date of issuing the Standing Offers, with two two-year option years. 
     
    Offers meeting the stated mandatory criteria will be evaluated against technical criteria, including Comprehension of the required services, Management of Services, experience, key personnel experience and understanding, methodology and approach to the services to be provided.  Firms should be able to demonstrate successful delivery of quality assurance services for a broad variety of projects over the last seven (7) years.  
    
    Personnel criteria will be evaluated based on the applicable zone in which the proponent proposes to do work.  To be considered further, offers must achieve an overall minimum Technical Weighted Rating of fifty (50) points out of the one hundred (100) Weighted Rating points available for the rated technical criteria as specified in the RFSO.
     
    This procurement contains MANDATORY requirements. See the Submission Requirements and Evaluation (SRE) portion of the RFSO for details.
     
    Debriefings
    After issuance of a standing offer, offerors may request a debriefing on the results of the request for standing offer. Offerors should make the request to the Standing Offer Authority within 15 working days of receipt of notification that their offer was unsuccessful. The debriefing may be provided in writing, by telephone or in person.
