    Work Description:
    The Department of National Defence (DND) requires a pilot project for placing clean sand and amended sand cover in wood waste area to assess effectiveness of these actions to reduce sulfide concentration in porewater. The Project Site is located in the northern portion of Esquimalt Harbour on Vancouver Island, British Columbia.
    
    Work to be performed under the Contract involves carefully placing different Cover Types (clean and amended sand) in defined Test Areas using different specified placement methods. The work also includes conducting Practice Placement of cover material in the Practice Area to demonstrate the Contractor’s means and methods for three different placement methods can meet Specification requirements prior to starting work in Test Areas and placement of Material Type 3 in discrete locations within the Practice Area.
    
    The Project Site comprises of one Practice Area, two Work Areas, and nine Test Areas.  Out of the nine Test Areas, two are designated as control Test Areas and require no action by the Contractor.
    
    All work within Esquimalt Harbour, including temporary construction facilities (i.e., trailer, restrooms) and materials and equipment staging, must be conducted on the water using barges or other floating platforms or vessels. No upland area within Esquimalt Harbour will be provided by DND for staging or loading/offloading equipment and material as part of this work.
    
    Sediments within the Work Areas have a high percentage of wood waste or wood waste by-products. The Contractor must conduct its work in a manner to minimize, to the extent practicable, resuspension and redistribution of sediments, and to comply with environmental protection requirements in these Specifications, the Environmental Management Plan (EMP), and any applicable permit conditions.
    
    The Contractor must carefully plan its means, methods, work schedule and shifts, and number of and types of equipment and crews necessary to complete the work by the specified Substantial Performance date of February 15, 2020. The Contractor must identify in its Construction Work Plan and Construction Progress Schedule how it intends to complete all work by the Substantial Performance date by identifying construction sequencing, and number of work shifts per day. Contractor must work at one Test Area at a time and must not complete more than two Test Areas in a single day. 
    
    Work under this Contract includes, but is not limited to, procurement of Material Type 1 (clean sand), Material Type 2 (granular siderite amendment), and Material Type 3 (rock Material), blending of Material Types 1 and 2 to the specified mix concentration (i.e., amended sand cover, which is referred to as Cover Type 3), and quality control testing of Cover Type 3, Practice Placement of Cover Type 1 and placement of Cover Types 1, 2, and 3 and Material Type 3.
    
    The Contractor must provide all supervision, labour, materials, supplies, tools, equipment, hoisting, transportation, receiving, handling, storage, quality control, environmental protection, surveying, inspection, monitoring, and all other services necessary for the proper execution of the work.
    
    The Contractor must provide, prior to mobilization, certifications of marine vessels and barges, including but not limited to, certified barge displacement charts for all barges to be used for temporary construction facilities, staging, and transport of Materials Types.
    
    All work must comply with environmental guidelines of the EMP and the associated Water Quality Monitoring Plan, applicable Laws and Regulations, and any permit requirements.
    
    Work will be performed in accordance with the contract schedules within the scope of work.
    
    Mandatory Bidders’ Conference:
    The Bidders’ Conference for this project is MANDATORY.  
    The mandatory Bidders’ Conference is scheduled for Tuesday, November 12th, 2019 at 11:00am local time at the Federal Government Building, located at 1230 Government Street, Room 402. Alternatively, interest bidders may attend this mandatory bidders’ conference by teleconference. Dial-in number is 1-877-413-4790 and Attendee Code is 4138744.
    
    The representative of interested bidders will be required to sign the Attendance Sheet at the Bidders’ Conference. Interested bidders who will be attending the Bidders’ Conference by teleconference will be asked to provide the name of their company and the name of contact. These information will be added to the Attendance Sign-in Sheet. Bids submitted by Bidders who are not listed on the Attendance Sign-in Sheet will not be accepted, and will be returned unopened.
    
    Bidders are requested to communicate with the Contracting Authority, Ken Ngan at ken.ngan@pwgsc-tpsgc.gc.ca no later than 24 hours prior to the conference to confirm attendance.  Bidders should provide, in writing, to the Contracting Authority, the names of the person(s) who will be attending (maximum two people per bidder may attend).
    
    Interested bidders are responsible for making their own travel arrangements.
    
    Delivery Date:
    The work shall commence immediately upon official notification of acceptance of tender by the Contracting Authority and is to be completed by February 15, 2020 for Substantial Performance, and by February 20, 2020 for Final Completion.
