    IMPORTANT NOTICE TO SUPPLIERS RE. BID SUBMISSION REQUIREMENTS
    
    Due to the impacts of the COVID-19 pandemic and to encourage physical distancing, the bid receiving unit in Vancouver will remain open but with limited staff and limited hours: Monday to Friday, from 10:30 am to 2:30 pm (Pacific Daylight Time). 
    
    Suppliers are recommended to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

    Work Description:
    Work to be performed under the Contract includes, but is not limited to, the following:
    -complete demolition existing fire alarm and PA systems, New fire alarm system c/w all breakers, conduit, wiring, valves and sprinklers.
    -phased demolition of existing fire alarm system and public address system.
    -phased construction of new fire alarm system. No extra cost will be considered based on failure of Contractor to allow for all required equipment, piping and fittings. This shall include extra fittings and
    pipework as required during construction to avoid existing structure, ductwork or other obstacles whether shown on drawings or not.
    -provide and pay for a factory trained representative to commission the installation. Project is not complete until commissioning documentation is submitted without any deficiencies.
    - contractor to provide and pay for both interim and final verification reports. Interim reports to be kept onsite.
    -provide and pay for an Electrical permit from the local inspection Authority.
    Include inspection report as part of the commissioning documentation.
    -the contractor is to work with and take direction from the local commissionaire for security escorts to access data rooms and data closets. Contractor shall pay for all expenses related to commissionaire escorts.
    -clearances from existing electrical equipment will meet Canadian Electrical Safety code requirements.
    -third party commissioning agent is covered on the engineering level by WSP.
    -adhere to waste reduction requirement for reuse or recycling of waste materials, thus diverting materials from landfill
    
    
    Work will be performed in accordance with the contract schedules within the scope of work.
    
    
    Optional Site Visit:
    
    As part of the tender process, an optional online orientation will be scheduled on Monday, September 20, 2021 at 10:00 am PT.  We encourage all bidders to attend this online meeting.  You may attend either by phone (audio) or by computer (audio and/or video), though we recommend you take advantage of the video as we will present visuals.  The details for logging in to this meeting will be made available to all bidders who express an interest in attending by contacting the contracting authority before 3:00 pm PT September 17, 2021.     Delivery Date: 
    The Contractor must perform and complete the Work within (32) weeks from the date of notification of acceptance of the offer.
    
    Value of Project: 
    To assist with insurance and bonding requirements, this project is estimated to cost between $1,500,000 to $1,700,000.
    
    Security Requirement:
    The following security requirement (SRCL and related clauses provided by the Contract Security Program apply and form part of the Contract.
    
    1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).
    
    2. The Contractor/Offeror personnel requiring access to sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC. Until the security screening of the Contractor personnel required by this Contract has been completed satisfactorily by the CSP, PWGSC, the Contractor personnel MAY NOT ENTER sites without an escort.
    
    3.  Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the CSP, PWGSC.
    
    4. The Contractor/Offeror must comply with the provisions of the:
    
    a) Security Requirements Check List and security guide (if applicable), attached at Annex A;
    
    b) Contract Security Manual (Latest Edition).
